IMPLEMENTASI SMART GOVENRMENT MELALUI PROGRAM SUMBERGEDANG BARU DI DESA SUMBERGEDANG KECAMATAN PANDAAN KABUPATEN PASURUAN
IMPLEMENTATION OF SMART GOVERNMENT THROUGH THE SUMBERGEDANG BARU PROGRAM IN SUMBERGEDANG VILLAGE, PANDAAN DISTRICT, PASURUAN REGENCY
Penelitian ini bertujuan mendeskripsikan implementasi smart government melalui Program Sumbergedang Baru di Desa Sumbergedang, Kecamatan Pandaan, Kabupaten Pasuruan. Program ini merupakan inisiatif desa digital yang berupaya memanfaatkan teknologi informasi untuk memperkuat pelayanan publik, transparansi tata kelola, serta pemberdayaan ekonomi dan sosial masyarakat desa. Penelitian menggunakan pendekatan kualitatif deskriptif dengan lokasi di Desa Sumbergedang, dengan informan yang ditentukan secara purposive, terdiri atas kepala desa, perangkat desa, kelompok masyarakat Pokmas GPS dan G4S, serta warga sebagai penerima layanan.
Hasil penelitian menunjukkan bahwa pada indikator literasi digital, masyarakat dan aparatur desa mulai mengenal penggunaan gawai dan aplikasi dasar, namun kemampuan pemanfaatan layanan digital desa masih terbatas dan belum merata antar kelompok usia. Pada indikator aksesibilitas TIK, desa telah membangun jaringan internet desa dan titik-titik Wi-Fi publik, tetapi jangkauan dan kestabilan jaringan belum sepenuhnya menjangkau seluruh dusun. Pada indikator regulasi, pemerintah desa telah memiliki dasar aturan berupa SK pembentukan Pokmas dan pengaturan program desa digital, meskipun belum seluruhnya terintegrasi dalam regulasi yang komprehensif. Pada indikator kualitas SDM, perangkat desa dan kader muda relatif adaptif terhadap teknologi, namun masih terdapat kesenjangan kapasitas dengan kelompok usia yang lebih tua dan sebagian masyarakat. Pada indikator kepercayaan masyarakat, warga menilai program Sumbergedang Baru bermanfaat dan cukup membantu akses informasi, tetapi masih memerlukan konsistensi layanan untuk memperkuat kepercayaan jangka panjang. Pada indikator infrastruktur TIK, desa telah membangun infrastruktur dasar seperti jaringan internet dan perangkat pendukung, namun pemeliharaan dan pengembangan lanjutan terkendala anggaran. Pada indikator transparansi dan akuntabilitas, informasi anggaran dan program masih disampaikan secara manual melalui forum musyawarah dan media informasi desa, sehingga belum sepenuhnya terdigitalisasi tetapi dinilai relatif terbuka oleh masyarakat. Pada indikator kerjasama dan koordinasi, pemerintah desa menjalin kolaborasi dengan Pokmas, karang taruna, dan pihak eksternal melalui forum seperti musrenbangdes untuk mendukung pengembangan desa digital. Secara keseluruhan, implementasi smart government melalui Program Sumbergedang Baru berada pada tahap membangun fondasi desa digital: regulasi dan infrastruktur mulai terbentuk, namun peningkatan literasi digital, kualitas SDM, perluasan infrastruktur, serta penguatan transparansi berbasis digital masih menjadi pekerjaan lanjutan.

This study aims to describe the implementation of smart government through the New Sumbergedang Program in Sumbergedang Village, Pandaan District, Pasuruan Regency. This program is a digital village initiative that seeks to utilize information technology to strengthen public services, transparency in governance, and economic and social empowerment of village communities. The study used a descriptive qualitative approach, located in Sumbergedang Village, with purposively selected informants consisting of the village head, village officials, community groups such as the GPS and G4S Community Groups (Pokmas), and residents as service recipients.
The results indicate that, in terms of digital literacy, the community and village officials are beginning to understand the use of basic devices and applications. However, their ability to utilize village digital services remains limited and uneven across age groups. In terms of ICT accessibility, the village has established a village internet network and public Wi-Fi hotspots, but network coverage and stability have not yet fully reached all hamlets. In terms of regulations, the village government has established a regulatory framework in the form of a decree establishing the Pokmas and regulating the digital village program, although not all of these are integrated into comprehensive regulations. In terms of human resource quality, village officials and young cadres are relatively adaptive to technology, but there is still a capacity gap with older age groups and some members of the community. In terms of community trust, residents consider the Sumbergedang Baru program beneficial and significantly facilitates access to information, but consistent service delivery is still needed to strengthen long-term trust. In terms of ICT infrastructure, the village has built basic infrastructure such as an internet network and supporting devices, but maintenance and further development are hampered by budget constraints. In terms of transparency and accountability, budget and program information is still delivered manually through village deliberation forums and information media, so it is not yet fully digitized, but is considered relatively open by the community. In terms of cooperation and coordination, the village government collaborates with community groups (Pokmas), youth organizations (Karang Taruna), and external parties through forums such as the village development planning meeting (Musrenbangdes) to support digital village development. Overall, the implementation of smart government through the Sumbergedang Baru Program is at the stage of building the foundations for a digital village: regulations and infrastructure are beginning to take shape, but improving digital literacy, human resource quality, expanding infrastructure, and strengthening digital-based transparency remain ongoing tasks.
