The process of promotion to civil servants
is a form of appreciation for the performance that has been carried out during
his tenure. In its implementation there is a problem that is very complicated
and there is no solution, seeing this, the head of the BKN Center issued a
regulation by the Head of BKN No. 25 of 2013 where the core of the regulation
is to increase the automatic promotion process without conducting a test.
The research method used was descriptive
with qualitative methods. The focus used is about how services and barriers
exist in regular promotions at the Regional Office II of the Surabaya State
Personnel Agency (Case Study of Sidoarjo Civil Servants) which includes the
process of promotion and obstacles. Data collection techniques used in this
study were interviews, observation, and documentation.
The results of the study illustrate that
the promotion process is carried out in two places with their respective
processes, namely at BKD Sidoarjo for data entry, data transmission, and data
printing. Whereas in Kanreg II BKN Surabaya for the data verification process,
the implementation of this trial process went well and even had many positive
impacts, including the main problem being solved, namely the buildup of files.
Then the obstacles experienced in this process in broad outline are three
points including a system that is not integrated, the skills of the staff on
duty, and the latter is a disruption to the sector.
From the results above, the authors can
provide advice, namely by starting the system integration in the BKD and BKN
applications, then carrying out ongoing technical guidance for employees on
duty and infrastructure adjustments in accordance with the regulations of the
applicable BKN.
