EVALUASI TATA KELOLA WEBSITE DESA GUNA MEWUJUDKAN KETERBUKAAN INFORMASI PUBLIK (STUDI KASUS : DESA KAUMAN, KECAMATAN BOJONEGORO, KABUPATEN BOJONEGORO)
EVALUATION OF VILLAGE WEBSITE GOVERNANCE TO REALISE PUBLIC INFORMATION DISCLOSURE (CASE STUDY: KAUMAN VILLAGE, BOJONEGORO SUB-DISTRICT, BOJONEGORO REGENCY)
Pemerintah Desa Kauman mewujudkan keterbukaan infromasi publik dengan menyediakan infromasi melalui situs website desa. Informasi publik yang terdapat pada website Desa Kauman belum sepenuhnya dilakukan dengan masimal. Di dalam website desa masih ada beberapa informasi publik yang belum disampaikan seperti berita desa, layanan publik desa, dan informasi umum desa. Tujuan penelitian ini adalah untuk evaluasi tata kelola website desa dalam mewujudkan keterbukaan infromasi publik di Desa Kauman Kecamatan Bojonegoro, Kabupaten Bojonegoro.
Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data yaitu berupa wawancara, observasi, dan dokumentasi dikaitkan dengan teori menurut Richard Eko Indrajid yang memiliki tiga elemen penting dalam mencapai tujuan E-Government antara lain Support, Capacity, dan, Value.
Hasil penelitian menunjukkan indikator support yang meliputi pencapaian visi dan misi, tersedia alokasi sumber daya manusia, finansial, dan dukungan infrastruktur serta suprastruktur sudah tercukupi. Dalam mendukung keterbukaan infromasi publik melalui webiste desa. Namun masih minimnya sosialisasi dari kalangan birokat desa dan minimnya informasi yang tersedia di webiste desa seperti informasi beasiswa dan promosi desa wisata. Pada indikator capacity, sumber daya finansial sudah terpenuhi dalam tata kelola webiste desa. Namun tim PPID masih belum melakukan tugasnya dengan baik, kecepatan wifi masih belum memenuhi kebetuhan masyarakat desa dalam mendapatkan layanan berbasis webiste desa dan tidak adanya password wifi desa. Pada indikator value, masyarakat mendapatkan manfaat yaitu inovasi lapak desa dan inovasi anjungan layanan mandiri. Namun layanan anjungan mandiri masih belum ada pembuatan SKTM. Begitu pula dilapak desa pada sistem jual beli masih dilakukan secara direct dan belum seperti E-Comerce pada umumnya.

The Kauman Village Government realises public information disclosure by providing information through the village website. Public information contained on the Kauman Village website has not been fully utilised. In the village website, there is still some public information that has not been submitted, such as village news, village public services, and general village information. The purpose of this study is to evaluate the governance of the village website in realising public information openness in Kauman Village, Bojonegoro District, Bojonegoro Regency.
This research uses descriptive qualitative research methods with data collection techniques in the form of interviews, observation, and documentation associated with the theory according to Richard Eko Indrajid which has three important elements in achieving E-Government goals including Support, Capacity, and Value.
The results showed that the support indicators which include achieving the vision and mission, available allocation of human resources, financial, and infrastructure and superstructure support are sufficient. In supporting public information disclosure through the village website. However, there is still a lack of socialisation from the village bureaucrats and the lack of information available on the village website such as scholarship information and promotion of tourist villages. In the capacity indicator, financial resources have been fulfilled in the governance of the village website. However, the PPID team is still not doing its job properly, the wifi speed still does not meet the needs of the village community in obtaining village web-based services and the absence of a village wifi password. In the value indicator, the community gets benefits, namely village stall innovations and self-service platform innovations. However, the self-service platform still does not have SKTM making. Likewise, in the village site, the buying and selling system is still done directly and not like E-Commerce in general.
