As stated
in Bojonegoro Regency Regional Regulation Number 9 of 2010 concerning Villages,
the Village Consultative Body (BPD) is an institution that is the embodiment of
democracy in the administration of village government as an element of village
government administration. In carrying out its functions, BPD plays an
important role in exploring, accommodating, collecting, formulating and
channeling community aspirations. The Village Musrenbang as a means of
absorbing and channeling community aspirations, in fact was not attended by the
BPD as an institution whose function is to absorb and channel people's
aspirations.
This
research aims to describe the performance of the Village Consultative Body
(BPD) in absorbing and channeling the aspirations of the people of Malingmati
Village, Tambakrejo District, Bojonegoro Regency. The research method used is
descriptive with a qualitative approach. The sources for this research include
Village Officials, Hamlet Heads, RT Heads and residents of Malingmati Village, Tambakrejo
District, Bojonegoro Regency. The data collection techniques used were
interviews, observation and documentation. Data analysis was carried out by
collecting data, reducing data, presenting data, and drawing conclusions.
The
research results show that the performance of BPD Malingmati in terms of
indicators of productivity, service quality, responsiveness, accountability and
accountability is still not optimal. This can be seen from the lack of
initiative of BPD Malingmati in absorbing community aspirations. Even in terms
of channeling community aspirations, this has not been optimal, as indicated by
the lack of responsibility in managing aspirations, conveying community
aspirations to the Malingmati Village Government and the lack of efforts to monitor
community aspirations.
The
suggestions that can be conveyed in this research are that BPD Malingmati needs
to get closer to the community, so that it can accommodate community
aspirations in development, as well as increase the level of implementation of
activities involving the community. BPD Malingmati should have an aspiration
service method such as a means of complaints regarding the running of the
Malingmati Village government.
