The Surabaya City Fire and Rescue Department is a
government agency tasked with dealing with fire disasters. To minimize
casualties and material losses caused by fire disasters, the Surabaya City Fire
and Rescue Department created a 7 Minutes Response Time Free Fighting Service
(Roti 7 Lapis). Roti 7 Lapis is a service innovation where if a fire occurs,
people only need to call the emergency telephone number 112 which is directed
to Command Center 112 of Surabaya City. Later, fire officers will immediately
go to the location of the incident within 7 (seven) minutes after receiving the
incident report. This research aims to determine and describe the effectiveness
of the 7 Minutes Response Time Free Fighting Service Gratis (Roti 7 Lapis) at
the Surabaya City Fire and Rescue Department. The type of research used is
descriptive research using a qualitative approach. Data collection was carried
out through observation, interviews and documentation. Then the data was
analyzed using data reduction, data presentation and verification techniques. The
focus of the research is using Duncan's theory of effectiveness in Steers
(2012) consisting of: goal achievement, integration, and adaptation.
The research results show that the overall
effectiveness of the Roti 7 Lapis program has been quite effective. This is
because the research results almost fulfill the indicators for every aspect of
effectiveness according to Duncan in Steers (2012). However, several
sub-indicators still found obstacles that could affect the success of the Roti
7 Lapis. In terms of indicators, goal achievement is quite effective, concrete
targets or goals for a response time of 7 (seven) minutes have been achieved
and evaluation activities have been carried out periodically. However, in the
time period indicator, even though the response time of 7 (seven) minutes has
been achieved, there are obstacles where there are people who call the Command
Center 112 emergency telephone several times before they can be connected. Then
for integration indicators, stakeholder involvement has been carried out
optimally, both with Regional Apparatus Organizations which are affiliated with
Command Center 112 and other parties outside Command Center 112. However,
socialization and procedures still need improvement. Regarding socialization,
there are still people who have never received socialization and firefighting
simulations. Apart from that, regarding procedures, some people do not know the
procedures for getting fire extinguishing services, and some people already
know but don't know about the existence of the 7 Layer Bread service. Apart
from that, there is no specific procedure for the Roti 7 Lapis which is
distributed periodically. The procedure that has been disseminated regularly is
the procedure for obtaining general fire services by calling the Command Center
emergency telephone number 112. Another obstacle in implementing the procedure
is the existence of fake fire reports. The final indicator, namely adaptation,
increasing capacity and the availability of good infrastructure, has tried to
create adaptive conditions so that it should continue to be improved.
Increasing the capacity of fire personnel has been carried out optimally.
Meanwhile, the availability of infrastructure is always checked on fire
extinguishing units and availability is being increased from time to time by
increasing the number of posts, dry hydrants and active water reservoirs. Regarding the availability of infrastructure and facilities, the achievement of the Surabaya City Fire Management Area (WMK) currently reaches 94%, although it can support a successful response time of 7 (seven) minutes, there are still areas where a fire station has not been built or the area is far from the fire station. The solution to this
is to alert Tactical Command Posts in areas where posts have not yet been
built. Through this, service providers need to identify existing deficiencies
and obstacles in service delivery so that the Surabaya City DPKP can achieve
the goals of the 7 Layer Bread service more effectively.
