Manusia memiliki tiga kebutuhan pokok, yaitu sandang, pangan, dan papan. Setelah kebutuhan sandang dan pangan terpenuhi, kebutuhan akan tempat tinggal menjadi hal yang sangat penting. Namun, seiring pertumbuhan penduduk, kebutuhan tempat tinggal meningkat, terutama di kota-kota besar. Hal ini menyebabkan harga tanah dan bahan bangunan menjadi mahal, sehingga sebagian masyarakat terpaksa tinggal di rumah tidak layak huni. Kondisi rumah yang tidak layak, seperti ventilasi buruk, atap bocor, dan lantai di bawah bahu jalan, dapat memengaruhi kesehatan penghuninya, terutama saat musim hujan.
Permasalahan ini juga terjadi di Surabaya, khususnya di Kelurahan Dukuh Setro, Kecamatan Tambaksari. Menurut Syaputra (dalam Amalia, R. 2024:56), kemiskinan menjadi faktor utama sulitnya masyarakat memiliki rumah layak. Untuk mengatasi hal ini, pemerintah menjalankan Program Rehabilitasi Rumah Tidak Layak Huni (RTLH) sesuai dengan UU No. 1 Tahun 2011.
Penelitian ini menggunakan metode deskriptif kualitatif dengan fokus pada manajemen strategi program RTLH berdasarkan analisis SWOT. Hasil penelitian menunjukkan bahwa program ini memiliki kekuatan seperti komitmen aparat kelurahan, pengawasan langsung, dan partisipasi masyarakat. Namun, kelemahan seperti ketergantungan anggaran dan kurangnya pelatihan teknis masih menjadi tantangan. Peluang kolaborasi dengan sektor swasta dan pemberdayaan ekonomi perlu dimaksimalkan, sementara ancaman seperti fluktuasi harga material dan konflik sosial harus dikelola. Saran mencakup penguatan pendanaan alternatif, pelatihan teknis, dan peningkatan sistem logistik serta sosialisasi program.

Humans have three basic needs, namely clothing, food, and board. After the needs of clothing and food are met, the need for a place to live becomes very important. However, as the population grows, the need for housing increases, especially in large cities. This causes the price of land and building materials to be expensive, so that some people are forced to live in uninhabitable houses. Unsuitable house conditions, such as poor ventilation, leaky roofs, and floors under the shoulder of the road, can affect the health of their residents, especially during the rainy season.
This problem also occurs in Surabaya, especially in Dukuh Setro Village, Tambaksari District. According to Syaputra (in Amalia, R. 2024:56), poverty is the main factor in making it difficult for people to have a decent house. To overcome this, the government runs the Rehabilitation Program for Uninhabitable Houses (RTLH) in accordance with Law No. 1 of 2011.
This study uses a qualitative descriptive method with a focus on strategic management of the RTLH program based on SWOT analysis. The results of the study show that this program has strengths such as the commitment of the village officials, direct supervision, and community participation. However, weaknesses such as budget dependency and lack of technical training are still a challenge. Opportunities for collaboration with the private sector and economic empowerment need to be maximized, while threats such as fluctuations in material prices and social conflict must be managed. Suggestions include strengthening alternative funding, technical training, and improving the logistics system and socialization of the program.
