ABSTRAK
Indonesia rawan akan bencana, dan mitigasi bencana alam perlu diajarkan pada anak sejak dini. Mereka individu yang bukan hanya untuk diselamatkan tetapi mereka bisa menyelamatkan diri sendiri. Penelitian ini merupakan penelitian pengembangan buku panduan mitigasi bencana alam pada perilaku keselamatan kelompok B Usia 5-6 tahun di TK Kecamatan Rungkut Surabaya bahwa wilayah tersebut rawan terjadi potensi gempa. Di sekolah TK Islam Al Fajar dan TK Pengawas II guru mengajarkan Standart Operasional Prosedur ketika di ruang bermain, di luar kelas, ketika cuci tangan, membuang sampah pada tempatnya, di kamar madi, dan ketika beristirahat. Guru disekolah tersebut belum pernah melakukan mitigasi bencana alam gempa bumi. Tujuan penelitian ini adalah untuk mengetahui pengembangan buku panduan mitigasi bencana gempa bumi pada pembelajaran kesehatan dan perilaku keselamatan dalam mencapai tujuan pembelajaran. Penelitian ini adalah penelitian dan pengembangan yang mengadaptasi model pengembangan ADDIE. Subjek dalam penelitian ini adalah 10 guru TK Islam Al Fajar dan 10 guru TK Pengawas II, ahli materi, ahli media. Objek penelitian ini adalah pengembangan media buku panduan mitigasi bencana gempa bumi. Pengumpulan data penelitian ini adalah wawancara dan angket. Media buku panduan mitigasi bencana gempa bumi layak digunakan untuk pengembangan pembelajaran kesehatan dan perilaku keselamatan. Kelayakan uji coba kelompok besar kategori “layak” (95,31% dan 86,71%), keefektifan kategori “layak” (91,0125%), ahli materi “sangat valid” (86,66%), ahli media “sangat valid” (87,5%). Berdasarkan hasil penelitian tersebut maka media buku panduan mitigasi bencana gempa bumi dinyatakan layak dan efektif digunakan sebagai media pembelajaran yang bermanfaat bagi perkembangan anak terutama pada pembelajaran kesehatan dan perilaku keselamatan.

ABSTRACT
Indonesia was seriously in danger of natural disaster, and the mitigation of natural disaster needed to be taught to the children early. They are individuals who are not only to be saved but they can save themselves. This research is a research developing a natural disaster mitigation manual on the safety behavior of group B aged 5-6 years in TK Rungkut Subdistrict Surabaya, the region is prone to earthquake potential. In Islam Al Fajar Kindergarten and TK Pengawas II teachers teach Standard Operating Procedures when in the playing room, playing outside the class, during washing hands, during throwing garbage to the place, bathroom, and during taking a rest. The teacher has difficulty in mitigating earthquake natural disasters because he had never done that. This research purpose was to know the developing manual book of earthquake mitigation to health learning and safety behavior in reaching the learning purpose. This research was a research and development which adapted the developing model of ADDIE source. The subjects in this research were 10 teacher of TK Islam Al Fajar and 10 teacher of TK Pengawas II, material expert, media expert and teachers. The object of this research was developing media of manual book of earthquake mitigation. The data collection in this research used interview and questionnaire. The manual book media of earthquake mitigation was proper to be used for developing healthy learning and safety behavior. The properness of large group category “Proper” (95,31% and 86,71%), the trial effectiveness category “Proper” (91,0125%), the material expert “very valid” (86,66%), the media expert “very valid” (87,5%). Based on the research result of four categories the manual book media of earthquake mitigation was stated proper and effective to be used as useful learning media for the children’s development especially healthy learning and safety behavior.
