PERAN KELURAHAN JAJAR TUNGGAL KOTA SURABAYA DALAM MEMBANTU LEGALITAS UKM BIDANG SEMBAKO
THE ROLE OF JAJAR TUNGGAL SUB-DISTRICT IN SURABAYA CITY IN SUPPORTING THE LEGALIZATION OF UMKM IN THE GROCERY SECTOR
UMKM merupakan pilar ekonomi Indonesia, menyumbang 61% PDB dan menyerap 97% tenaga kerja. Namun, hanya 50% UMKM nasional dan 60% di Kelurahan Jajar Tunggal yang memiliki legalitas formal seperti Nomor Induk Berusaha (NIB). Rendahnya legalitas disebabkan keterbatasan literasi digital, persepsi negatif terhadap kompleksitas prosedur, dan kendala struktural di tingkat kelurahan. Penelitian ini menganalisis peran kelurahan sebagai institusi terdepan dalam fasilitasi legalitas UMKM sembako. Tujuan dari penelitian ini yaitu (1) Menganalisis peran kelurahan dalam pendampingan legalitas UMKM, (2) Mengidentifikasi kendala implementasi, (3) Merumuskan rekomendasi peningkatan efektivitas program. Metode penelitian yaitu yuridis empiris dengan pendekatan kualitatif dominan. Data dikumpulkan melalui wawancara mendalam (4 pelaku UMKM sembako dan staf kelurahan), observasi partisipatif, studi dokumen, dan analisis regulasi (UU No. 11/2020 tentang Cipta Kerja). Teknik analisis menggunakan thematic analysis dan triangulasi sumber. Hasil dari penelitian ini yaitu Kelurahan berperan dalam tiga pilar: (1) Edukasi (sosialisasi pentingnya NIB dan OSS), (2) Fasilitasi administrasi (pendampingan pengisian dokumen OSS), (3) Pendampingan pasca-legalitas (pelatihan manajemen usaha). terdapat dua faktor kendala yaitu (1) Faktor struktural: Keterbatasan SDM ahli regulasi dan teknologi, minimnya anggaran operasional. (2) Faktor kultural: 45% UMKM kesulitan operasikan OSS akibat literasi digital rendah, persepsi biaya tersembunyi, dan infrastruktur internet tidak merata. Optimalisasi peran kelurahan memerlukan kolaborasi triple helix (pemerintah-akademisi-bisnis), inovasi mobile service, dan alokasi anggaran khusus infrastruktur digital. Sinergi ini dapat memperkuat ketahanan ekonomi lokal.

This study UMKM are the backbone of Indonesia's economy, contributing 61% to the national GDP and absorbing 97% of the workforce. However, only 50% of UMKM nationally—and 60% in the Jajar Tunggal Sub-district—possess formal legal status such as a Business Identification Number (NIB). The low level of legalization is caused by limited digital literacy, negative perceptions of procedural complexity, and structural barriers at the sub-district level. This study analyzes the role of the sub-district office as a frontline institution in facilitating the legalization process for UMKM in the grocery sector. The objectives of this study are: (1) to analyze the role of the sub-district in assisting the legalization of UMKM; (2) to identify the challenges in implementation; and (3) to formulate recommendations to improve program effectiveness. This research employs an empirical juridical method with a predominantly qualitative approach. Data were collected through in-depth interviews (with four grocery UMKM actors and sub-district staff), participatory observation, document studies, and regulatory analysis (specifically Law No. 11/2020 on Job Creation). Data analysis was conducted using thematic analysis and source triangulation. The findings show that the sub-district plays a role in three main pillars: (1) Education (socialization of the importance of NIB and OSS), (2) Administrative facilitation (assistance in completing OSS documentation), and (3) Post-legalization support (business management training). There are two main obstacle factors: (1) Structural factors: limited human resources with expertise in regulations and technology, and insufficient operational budget. (2) Cultural factors: 45% of UMKM have difficulty operating the OSS system due to low digital literacy, perceptions of hidden costs, and uneven internet infrastructure. Optimizing the role of the sub-district requires triple helix collaboration (government–academia–business), innovation in mobile services, and special budget allocation for digital infrastructure. This synergy can strengthen local economic resilience.
