Penelitian ini bertujuan untuk menghasilkan perangkat pembelajaran model Problem Based Learning berbasis masalah lingkungan untuk meningkatkan kemampuan penyelesaian masalah yang layak berdasarkan aspek kevalidan, kepraktisan, dan keefektifan. Penelitian ini mengacu pada model pengembangan 4D yang diuji cobakan dengan uji coba terbatas pada peserta didik kelas 7G dan uji coba luas pada kelas 7B, 7E, dan 7H SMP Negeri 2 Tuban. Desain uji coba penelitian ini menggunakan One Group Pretest and Posttest Design. Parameter untuk validitas minimal dengan kategori valid, kepraktisan minimal N-Gain berkategori sedang, adanya peningkatan skor keterampilan penyelesaian masalah pada tiga kali pengulangan, dan kepraktisan minimal dengan kategori praktis. Teknik pengumpulan data melalui validitas, penyebaran angket, observasi, dan metode tes. Metode analisis data dari rerata skor validasi, N-Gain, observasi keterampilan penyelesaian masalah, dan rerata skor kepraktisan. Hasil yang diperoleh dalam penelitian ini adalah (1) perangkat pembelajaran yang dikembangkan dinyatakan sangat valid dan layak untuk digunakan dari kriteria konstruk, isi, dan bahasa; (2) perangkat pembelajaran yang telah dikembangkan dinyatakan praktis berdasarkan keterlaksanaan pembelajaran yang terlaksana semua tahapan dan aktivitas peserta didik yang mengikuti pembelajaran secara utuh serta cukup aktif berpartisipasi; (3) perangkat pembelajaran yang telah dikembangkan dinyatakan praktis berdasarkan (a) pemahaman konsep peserta didik mengalami peningkatan dengan kategori sedang, (b) kemampuan penyelesaian masalah yang dapat dikatakan baik dan meningkat, (c) peserta didik memberikan respon positif pada pembelajaran dan perkembangan konsep maupun keterampilan yang didapatkan. Dengan demikian dapat disimpulkan bahwa perangkat pembelajaran model Problem Based Learning berbasis masalah lingkungan dinyatakan layak digunakan untuk mrningkatkan kemampuan penyelesaian masalah berdasarkan aspek kevalidan, kepraktisan, dan keefektifan.

This research aims to produce learning instruments for Problem Based Learning models based on environmental problems to improve the ability to solve problems that are feasible based on aspects of validity, practicality, and effectiveness. This research refers to the 4D development model which was tested with limited trials on 7G class and extensive trials on s7B, 7E, and 7H classes at SMP Negeri 2 Tuban. The trial design of this research used the One Group Pretest and Posttest Design. The parameters for minimum validity are in the valid category, the minimum practicality of N-Gain is in the moderate category, there is an improve in the score of problem-solving skills after three repetitions and the minimum practicality is in the practical category. Data collection techniques through validity, distribution of questionnaires, observation, and test methods. Methods of data analysis from the validation of the average score, N-Gain, observation of problemsolving skills, and the average practicality score. The results obtained in this research were (1) the learning materials developed were stated to be very valid and feasible to use from the construct, content and language criteria; (2) learning materials that have been developed are stated to be practical based on the implementation of learning that is carried out in all stages and activities of students who take part in learning as a whole and are quite active in participating; (3) learning materials that have been developed are stated to be practical based on (a) students' understanding of concepts has increased to the moderate category, (b) problem solving abilities that can be said to be good and improve, (c) students give positive responses to learning and concept development and skills acquired. Thus, it can be concluded that the learning materials for the Problem Based Learning model based on environmental problems is declared feasible to use to improve problem solving abilities based on aspects of validity, practicality, and effectiveness.
