VILLAGE MINIMUM SERVICE STANDARD IN BUNCITAN VILLAGE, SEDATI DISTRICT, SIDOARJO REGENCY
Standar Pelayanan Minimal Desa (SPM Desa) adalah ketentuan tentang jenis dan mutu kualitas pelayanan yang merupakan urusan desa untuk diperoleh setiap masyarakat desa secara minimal. Tujuan penelitian adalah mendeskripsikan penerapan Permendagri Nomor 2 Tahun 2017 tentang Standar Pelayanan Minimal Desa di Desa Buncitan, Kecamatan Sedati, Kabupaten Sidoarjo. Metode penelitian ini kualitatif dengan pendekatan deskriptif dengan fokus penelitian yaitu Standar Pelayanan Minimal di Desa Buncitan berdasarkan Permendagri Nomor 2 Tahun 2017 tentang Standar Pelayanan Minimal Desa, teknik pengumpulan data observasi pada bagian Seksi Pelayanan Umum dan Seksi Pemerintahan, wawancara dengan teknik purposive sampling sehingga diperoleh narasumber Sekretaris Desa Buncitan, Kasi Pelayanan Umum, Kasi Pemerintahan dan 5 orang warga Desa Buncitan, serta dokumentasi terkait peraturan dan jurnal yang berlaku mengenai Standar Pelayanan Minimal Desa. Hasil penelitian menunjukan bahwa pelayanan di Kantor Desa Buncitan sudah cukup terlaksana meski ada beberapa indikator yang tidak diterapkan, dilihat dari 5 aspek berdasarkan Permendagri Nomor 2 Tahun 2017 tentang Standar Pelayanan Minimal Desa. Aspek tersebut yaitu, 1. Penyediaan dan Penyebaran Informasi Pelayanan: persyaratan teknis, mekanisme pelayanan, penelusuran dokumen pada setiap tahapan proses telah dilaksanakan, biaya dan waktu perizinan dan non perizinan serta tata cara penyampaian pengaduan pelayanan tidak terlaksana.; 2. Penyediaan Data dan Informasi Kependudukan dan Pertanahan terkait buku mutasi penduduk, buku rekapitulasi jumlah penduduk, buku penduduk sementara, buku KTP-el dan Kartu Keluarga, buku tanah di desa, buku tanah kas desa telah dilaksanakan, namun untuk buku induk penduduk dan buku penduduk sementara tidak terlaksana.; 3. Pemberian Surat Keterangan terkait pemahaman masyarakat mengenai proses serta pelayanan yang memenuhi persyaratan dan tingkat penyelesaian pemberian surat keterangan sudah terlaksana.; 4. Penyederhanaan Pelayanan terkait Kemampuan SDM yang tersedia di desa, Selektif dalam pelaksanaan pelayanan sudah terlaksana, dan Sarana dan prasarana pendukung diadakan.; 5. Pengaduan masyarakat tidak terlaksana. Solusi untuk pemerintahan Desa Buncitan yaitu perlu mengadakan buku induk penduduk dan sarana pengaduan masyarakat untuk meningkatkan kualitas pelayanan publik.
Village Minimum Service Standard is a provision regarding the type and service quality which is a village affair that every village community is entitled to a minimum. This study intends to describe the application of Permendagri number 2 of 2017 concerning Minimum Village Service Standards in Buncitan Village, Sedati District, Sidoarjo Regency. This research uses qualitative methods with a descriptive approach, data obtained through observations in the Public Service Section and Government Section, interviews with the Buncitan Village Secretary, Head of Public Services, Head of Government and 5 Buncitan Village citizens, also documentation related to regulations and applicable journals. The results showed that the service at the Buncitan Village Office was quite good, seen from 5 aspects based on Permendagri number 2 of 2017 concerning Minimum Village Service Standards. These aspects are, 1. Provision and Dissemination of Service Information related to technical requirements, service mechanisms, document tracing at each stage of the process has been carried out, but regarding the cost and time of licensing and non-licensing, and the procedure for submitting service complaints is not implemented; 2. Provision of Population and Land Data and Information related to population transfer books, population recapitulation books, temporary population books, e-ID books and Family Cards, village land books, village treasury land books have been implemented, but for the population master book and temporary citizen book are not implemented; 3. The submission of a letter of statement or certificate related to public understanding regarding the process and services that meet the requirementsand the level of completion of the certificate issuance has been carried out; 4. Simplification of services related to the ability of human resources available in the village, Selective in the implementation of services has been carried out, and supporting facilities and infrastructure are held quite well.; 5. Public complaints were not carried out. Therefore, the government of Buncitan Village needs to provide a population book and means of public complaints to improve the quality of public services in Buncitan Village, Sedati District, Sidoarjo Regency.
