MANAJEMEN PEMBINAAN OLAHRAGA KARATE INSTITUT KARATE-DO INDONESIA (INKAI) DI JAWA TIMUR

Penelitian ini bertujuan sebagai bentuk pengetahuan penerapan aspek manajemen pembinaan INKAI di Jawa Timur dalam melaksanakan program pembinaan prestasi yang terintegritas dan bersinergi berbagai komponen yakni atlet, pelatih dan pengurus serta orang tua atlet. Penelitian ini mendiskripsikan pelaksaan manajemen pembinaan olahraga karate Institut Karate-Do Indonesia (Inkai) di Jawa Timur dari teori POAC (Planning, Organizing, Actuating, Contolling). Melihat kuantitas jumlah anggota dan atlet INKAI di Jawa Timur semakin bertambah besar, maka perlu pembinaan yang intensif sehingga prestasi INKAI akan dapat dipertahankan dan ditingkatkan terus hingga level internasional. Metode yang digunakan yaitu deskriptif kualitatif. Ada beberapa alasan yang membuat penelitian ini menggunakan deskriptif kualitatif yaitu pertama peneliti melakukan kontak langsung dengan individu yang berkenan, kedua penelitian ini non eksperimen dan ketiga menggunakan teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi. Langkah yang digunakan pada kroscek data penelitian kualitatif ini adalah Triangulasi (Triangulation). Hasil penelitian ini menunjukan penerapan fungsi manajemen sesuai dengan teori POAC dalam pelaksanaan yaitu: 1) planning, yaitu melakukan perencanaan program kerja, program latihan dan program pembinaan prestasi; 2) organizing, yaitu meliputi stuktur organisasi, sistem database keanggotaan, hubungan internal dan program seleksi atlet; 3) actuating, yaitu meliputi pengawasan program kerja, program latihan dan proses pembinaan atlet; 4) controlling, yaitu pelaksaan pengawasan, pelaksaan evaluasi dan pelaporan dalam setiap kegiataan latihan maupun kejuaraan. Pengembangan prestassi sedang terkendala dengan terhambatnya program latihan dan minimnya kejuaraan yang disebabkan pandemi covid-19.

This study aims as a form of knowledge on the application of management aspects of INKAI coaching in East Java in implementing an integrated achievement development program and synergizing various components, namely athletes, coaches and administrators as well as athletes' parents. This study describes the management implementation of karate sports development at the Indonesian Karate-Do Institute (Inkai) in East Java from the theory of POAC (Planning, Organizing, Actuating, Controlling). Seeing the increasing number of INKAI members and athletes in East Java, it is necessary to provide intensive coaching so that INKAI's achievements can be maintained and improved continuously to the international level. The method used is descriptive qualitative. There are several reasons that make this research use qualitative descriptive, namely first, the researcher made direct contact with interested individuals, the second was non-experimental research and the third used data collection techniques including observation, interviews and documentation. The step used in cross-checking this qualitative research data is Triangulation (Triangulation). The results of this study indicate the application of management functions in accordance with POAC theory in the implementation, namely: 1) planning, namely planning work programs, training programs and achievement coaching programs; 2) organizing, which includes organizational structure, membership database system, internal relations and athlete selection program; 3) actuating, which includes supervision of work programs, training programs and athlete coaching processes; 4) controlling, namely the implementation of supervision, evaluation and reporting in every training activity or championship. The development of achievements is being hampered by the delay in the training program and the lack of championships caused by the covid-19 pandemic.
