SOCIAL CONSTRUCTION OF VILLAGE REGULATIONS IN THE EFFORT AIR POLLUTION MANAGEMENT (Case Study of the Tofu Industry Community in Tropodo Village, Krian District)
Penelitian ini dilatarbelakangi oleh masalah polusi udara yang terus terjadi di Desa Tropodo, Kecamatan Krian. Polusi udara ini disebabkan oleh penggunaan bahan bakar sampah plastik di pabrik tahu. Peraturan desa tentang penanggulangan polusi udara yang telah ditetapkan tidak berjalan secara maksimal. Sehingga peneliti ingin mengetahui konstruksi sosial tentang peraturan desa tersebut. Tujuan penelitian ini untuk mengidentifikasi upaya pemerintah desa dalam mengontrol penerapan peraturan desa, mengidentifikasi kondisi obyektif masyarakat, mengidentifikasi pemicu yang melatarbelakangi disfungsi peraturan desa, dan menganalisis konstruksi sosial pemilik pabrik tahu dan masyarakat tentan peraturan desa yang mengatur penanggulangan polusi udara. Metode penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan dikaji menggunakan teori konstruksi sosial Peter L. Berger. Data diperoleh dengan cara observasi, wawancara, dokumentasi dan audiovisual. Hasil penelitian menunjukkan proses eksternalisasi dengan penanaman penggunaan sampah plastik sebagai bahan bakar dari para pemilik pabrik tahu terdahulu. Proses obyektivasi ditunjukkan dengan pemahaman karakteristik sampah plastik yang cenderung berdampak positif bagi sektor perekonomian Tropodo. Proses internalisasi ditunjukkan dengan munculnya kesadaran masyarakat tentang pemenuhan kebutuhan pada sektor ekonomi jauh lebih penting daripada sektor kesehatan. Melalui konstruksi sosial ini dapat diketahui bahwa Peraturan Desa Nomor 06 Tahun 2014 tidak ditaati oleh masyarakat, polusi udara masih menjadi masalah yang belum terselesaikan, dan pengidap ISPA di fasilitas kesehatan terdekat didominasi oleh masyarakat Tropodo. This research is motivated by the problem of air pollution that continues to occur in Tropodo Village, Krian District. This air pollution is caused by the use of plastic waste fuel in tofu factories. Village regulations concerning air pollution countermeasures that have not been implemented optimally. So that researchers want to know the social construction of the village regulations. The purpose of this study was to identify the efforts of the village government in controlling the implementation of village regulations, identify the objective conditions of the community, identify the triggers behind the dysfunction of village regulations, and analyze the social construction of tofu factory owners and the community regarding village regulations governing air pollution prevention. This research method uses a qualitative method with a case study approach and is studied using the social construction theory of Peter L. Berger. Data obtained by means of observation, interviews, documenta-2 tion and audiovisual. The results showed the externalization process by planting the use of plastic waste as fuel from the previous tofu factory owners. The objectivation process is demonstrated by understanding the characteristics of plastic waste which tend to have a positive impact on the Tropodo economic sector. The internalization process is indicated by the emergence of public awareness about meeting the needs of the economic sector which is far more important than the health sector. . Through this social construction, it can be seen that Village Regulation No. 06/2014 has not been obeyed by the community, air pollution is still an unresolved problem, and people with ARI in nearby health facilities are dominated by the Tropodo community.
