Penelitian ini dilatarbelakangi oleh rendahnya minat membaca masyarakat, sehingga diperlukan terobosan baru untuk dapat meningkatkan minat baca, salah satunya melalui pemberdayaan perpustakaan atau layanan baca. Pemberdayaan layanan baca di Kota Surabaya dilakukan dengan memanfaatkan teknologi informasi yaitu dengan e-TBM. Penelitian ini bertujuan untuk mengetahui bagaimana pengelolaan taman baca masyarakat melalui e-TBM di Dinas Perpustakaan dan Kearsipan Kota Surabaya.
Penelitian ini menggunakan pendekatan kualitatif dan rancangan penelitian studi kasus. Pengambilan data menggunakan teknik wawancara, observasi dan studi dokumentasi. Analisis data menggunakan model deskriptif kualitatif. Pengecekan keabsahan data dilakukan melalui uji kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas.
Hasil penelitian ini menunjukkan bahwa (1) pengelolaan transaksi di TBM terdiri dari peminjaman, pengembalian, pemetaan buku dan pendataan kunjungan pemustaka serta pelaporan aktivitas dilakukan melalui pengisian form yang tersedia di e-TBM, sehingga data di TBM dapat terintegrasi, (2) Koordinator tim IT dan QC berperan dalam mendukung penyediaan layanan sistem e-TBM, sedangkan koordinator petugas berperan dalam melakukan monitoring, evaluasi dan pembinaan terhadap petugas yang mengelola layanan baca masyarakat dengan dibantu oleh sub koordinator sebagai penghubung komunikasi, (3) Pengawasan tingkat pencapaian efektifitas kinerja petugas berupa capaian jumlah pengunjung, jumlah buku dibaca serta jumlah buku dipinjam yang dapat dipantau melalui grafik dan laman report laporan input petugas di e-TBM, serta melalui evaluasi kinerja setiap awal bulan, dan (4) Pengawasan terhadap aktivitas yang diselenggarakan di TBM dipantau melalui laman daftar kegiatan yang dilaporkan oleh petugas setiap hari secara real time ke e-TBM.

This research is motivated by the low interest in reading people, so that new breakthroughs are needed to increase interest in reading, one of which is through library empowerment or reading services. The reading services empowerment in Surabaya City performed by utilizing information technology, namely with e-TBM. This research aims to find out how the management of community reading parks through e-TBM in the Surabaya City Library and Archives Service.
This research uses a qualitative approach and case study research design. Retrieval of data using interview techniques, observation and study documentation. Data analysis uses descriptive qualitative models. Checking the validity of the data is done through tests of credibility, transferability, dependability, and confirmability.
The results of this study indicate that (1) transaction management in TBM consists of borrowing, repaying, book mapping, data collection on visitor visits and activity reporting is done through filling out the forms available on e-TBM, so that data on TBM can be integrated, (2) Team Coordinator IT and QC play a role in supporting the provision of e-TBM system services, while the officer coordinator plays a role in monitoring, evaluating and guiding officers who manage community reading services assisted by sub-coordinators as communication liaison, (3) Monitoring the level of effectiveness achievement of staff in the form of achievements of the number of visitors, number of books read and the number of books borrowed which can be monitored through graphs and reports pages of the staff input reports on e-TBM, as well as through performance evaluations at the beginning of each month, and (4) Supervision of activities held at TBM is monitored through the listing page activities reported by each officer days in real time to e-TBM.
