INNOVATION OF THE "SMART DESA" APPLICATION IN THE FIELD OF POPULATION ADMINISTRATION SERVICES IN SIDOMULYO VILLAGE, MEGALUH SUB-DISTRCT, JOMBANG DISTRICT
Berkembangnya teknologi membuat jajaran pemerintah mulai mengembangkan pelayanan public, salah satunya Pemerintah Desa Sidomulyo Kecamatan Megaluh Kabupaten Jombang dengan membuat inovasi aplikasi Smart Desa. Aplikasi Smart desa merupakan aplikasi yang digagas oleh Pemerintah Desa Sidomulyo yang berfokus pada administrasi kependudukan guna memberikan kemudahan pelayanan kepada masyarakat. Tujuan penelitian ini untuk mendeskripsikan Inovasi Aplikasi Smart Desa di Desa Sidomulyo Kecamatan Megaluh Kabupaten Jombang. Jenis penelitian yang digunakan adalah deskriptif dengan metode kualitatif. Berfokus pada factor kunci dalam proses inovasi disector public yang dibagi sebagai berikut: tata kelola inovasi, sumber ide-ide untuk inovasi, budaya inovasi, kemampuan dan alat-alat, tujuan, hasil, driver, dan hambatan, mengumpulkan data inovasi untuk inovasi tunggal. Teknik pengumpulan data dilakukan melalui wawancara, dokumentasi, observasi dan studi literatur. Teknik analisis data menurut Miles dan Humberman dalam Sugiyono 2014 meliputi pengumpulan data, reduksi data, penyajian data kemudian penyimpulan. Hasil penelitian menunjukkan bahwasanya Governance and innovation dalam pelayanan aplikasi Smart Desa terdapat Standart Operational Procedure (SOP) yang berlaku. Untuk Sources of the ideas for innovation didapatkan dari masukan masyarakat melalui musyawarah dusun. Innovation Culture masyarakat sudah banyak yang melakukan pelayanan melalui aplikasi Smart Desa, namun masih ada yang melakukan secara manual. Capabilities and tools, sumber daya yang digunakaan sudah optimal baik sumber daya manusia maupun alat yang digunakan. Untuk Objectives, Outcome, Drivers And Obstacles tujuan untuk memberikan pelayanan yang mudah kepada masayarakat, hasilnya masyarakat sudah banyak yang menggunakan aplikasi tersebut namun masih terdapat hambatan pada database. Dan collecting innovation data for single innovation dilakukan melalui sosialisai kepada masyarakat.

The development of technology has made government officials start to develop public services, one of which is the Sidomulyo Village Government, Megaluh District, Jombang Regency by making an innovative Smart Desa application. The Smart Desa application is an application initiated by the Sidomulyo Village Government which focuses on population administration in order to provide easy services to the community. The purpose of this research is to describe the Smart Village Application Innovation in Sidomulyo Village, Megaluh District, Jombang Regency. This type of research is descriptive with qualitative methods. Focusing on the key factors in the innovation process in the public sector which are divided as follows: innovation governance, sources of ideas for innovation, innovation culture, capabilities and tools, objectives, results, drivers, and constraints, collecting innovation data for a single innovation. Data collection techniques are carried out through interviews, documentation, observation and literature study. Data analysis techniques according to Miles and Humberman in Sugiyono 2014 include data collection, data reduction, data presentation and then conclusion. The results showed that Governance and innovation in the Smart Desa application service contained a valid Standard Operational Procedure (SOP). Sources of the ideas for innovation were obtained from community input through hamlet deliberations. Innovation Culture, many people have provided services through the Smart Desa application, but there are still those who do it manually. Capabilities and tools, the resources used are optimal, both human resources and the tools used. For objectives, outcomes, drivers and obstacles, the goal is to provide easy service to the community, the result is that many people have used the application but there are still obstacles in the database. And collecting innovation data for single innovation was carried out through socialization to the community.
