recruitment is the process of finding, holding, finding, filtering new
employees with terms and qualifications that have been determined to occupy a
position with the number and type of positions that have been determined by an
organization or company. Regional Office II The Surabaya State Personnel Agency
recruits using the Computer Assisted Test (CAT) method which has a very
positive impact on both government agencies. The purpose of this research is to
describe the Recruitment of Prospective Civil Servants Based on Computer
Assisted Test (CAT) in Regional Offices of Surabaya State Civil Service Agency
in 2018.
This
study uses a descriptive approach with qualitative methods, which focuses on
the implementation of CAT-based CPNS recruitment in Regional Office II of the
Surabaya State Civil Service Agency in 2018 based on the Regulation of the
Minister of Administrative Reform and Bureaucratic Reform of the Republic of
Indonesia Number 36 of 2018 concerning Criteria for Determining the Needs of Civil
Servants and The implementation of CPNS Selection in 2018 and constraints on
the implementation of CPNS recruitment are based on Hasibuan (2012: 63). Data
collection techniques are carried out in three stages, namely observation,
interviews, and documentation. Then analyzed through four stages, namely data
collection, data reduction, data display, and conclusi
The results showed that: (1) Implementation of CPNS Recruitment in Regional II Offices of Surabaya State Civil Service Agency in 2018 using a computer-based selection method, namely the Computer Assisted Test (CAT) method. (2) There are three obstacles to the implementation of CPNS recruitment, namely: server problems on the first day and the first session, the withdrawal of the announcement of the SKD test results, and there are participants who pass the CPNS selection but resign.
The conclusions of this study are (1) the implementation of CAT-based CPNS recruitment in Regional Offices II of Surabaya State Ministerial Agency in 2018 according to the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 36 of 2018 concerning Criteria for Determining Civil Servants Needs and CPNS Selection Implementation Year 2018. (2) There are three constraints relating to benchmarks, selectors, and applicants. Suggestions that can be given for the Recruitment of CAT-Based Civil Servants in Regional Offices of Surabaya State Personnel Agency in 2018 are the selection of vendors expected to find vendors who are truly responsible. The two State Employment Agencies for the future will pay more attention to and develop the construction of internet servers.
