IMPLEMENTATION OF THE DIGITAL POPULATION IDENTITY PROGRAM IN PERAK BARAT SUB-DISTRICT

Penelitian ini didasarkan pada kebutuhan untuk meningkatkan efisiensi, keamanan, dan kemudahan akses administrasi kependudukan melalui transformasi digital. Inovasi ini program Identitas Kependudukan Digital (IKD) memungkinkan masyarakat mengakses dokumen kependudukan secara online. Kelurahan Perak Barat adalah salah satu daerah yang melaksanakan program ini sesuai dengan kebijakan nasional yang diatur dalam Permendagri Nomor 72 Tahun 2022. Penelitian ini bertujuan untuk mendeskripsikan bagaimana Implementasi Program Identitas Kependudukan Digital di Kelurahan Perak Barat serta mengidentifikasi faktor penghambat pelaksanaannya. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Subjek penelitian terdiri dari Lurah, Kasi Pemerintahan, staf SIAK, staf pelaksana, dan masyarakat penerima layanan. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan instrumen penelitian berupa lembar observasi dan pedoman wawancara. Analisis data menggunakan model interaktif menurut Miles dan Huberman dengan tahap reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Implementasi Program Identitas Kependudukan Digital di Kelurahan Perak Barat cukup berjalan baik ditinjau dari indikator komunikasi, sumber daya, disposisi, dan struktur birokrasi didasarkan pada teori George C. Edwards III. Namun, ditemukan kendala seperti: kurangnya literasi digital (komunikasi); keterbatasan akses perangkat teknologi (sumber daya); tidak ada insentif khusus (disposisi); kekhawatiran terhadap keamanan data (struktur birokrasi). Kesimpulan dari penelitian ini menunjukkan perlunya optimalisasi sumber daya serta penguatan koordinasi antar berbagai pihak agar Program Identitas Kependudukan Digital dapat berjalan dengan lebih efisien dan menjangkau lebih banyak masyarakat. Peneliti merekomendasikan perlunya peningkatan literasi digital masyarakat melalui edukasi berkelanjutan, penguatan sistem keamanan data untuk membangun kepercayaan publik.
This research is based on the need to improve the efficiency, security, and accessibility of population administration services through digital transformation. The innovation in question is the Digital Population Identity (Identitas Kependudukan Digital or IKD) program, which enables citizens to access their population documents online. Perak Barat Sub-District is one of the areas implementing this program in accordance with national policy as regulated by Minister of Home Affairs Regulation (Permendagri) Number 72 of 2022. This study aims to describe the implementation of the Digital Population Identity Program in Perak Barat Sub-District and identify the factors that hinder its execution. A qualitative descriptive approach was used, with research subjects including the sub-district head (Lurah), the Head of Governance Section, SIAK staff, service personnel, and members of the public who receive the services. Data collection techniques included interviews, observation, and documentation, using observation sheets and interview guides as research instruments. Data analysis followed the interactive model by Miles and Huberman, which involves data reduction, data display, and drawing conclusions. The research findings indicate that the implementation of the IKD Program in Perak Barat has been relatively effective when assessed through the indicators of communication, resources, disposition, and bureaucratic structure based on George C. Edwards III’s policy implementation theory. However, several obstacles were identified: lack of digital literacy (communication); limited access to technology (resources); there are no special incentives (disposition); concerns over data security (bureaucratic structure). The conclusion of this study highlights the need to optimize resources and strengthen coordination among stakeholders to ensure the IKD Program can be implemented more efficiently and reach a wider segment of the population. The researcher recommends increasing public digital literacy through continuous education, providing adequate infrastructure and budget support, and enhancing data security systems to build public trust.
