E-Readiness Analysis of the Smart Fishery Administration Digitalization Program in Empowering Tambak Farmers in Tambak Kalisogo Village
Penelitian ini menganalisis e-readiness program digitalisasi administrasi Smart Fishery
dalam pemberdayaan petani tambak di Desa Tambak Kalisogo, Kabupaten Sidoarjo.
Dengan menggunakan model pengukuran e-readiness Peter yang mencakup kesiapan
infrastruktur teknologi, sumber daya manusia, dan kebijakan, penelitian ini menemukan
bahwa kesiapan infrastruktur teknologi desa cukup memadai, didukung oleh fasilitas
seperti akses Wi-Fi, perangkat komputer, dan aplikasi Smart Fishery. Tantangan utama
ditemukan pada kesiapan sumber daya manusia, dengan mayoritas petani tambak
memiliki literasi teknologi rendah, dan terbatasnya pelatihan. Selain itu, aspek kebijakan
desa belum mendukung secara strategis keberlanjutan program ini. Penelitian ini
merekomendasikan pelatihan intensif, optimalisasi infrastruktur, dan perumusan
kebijakan desa untuk mendukung implementasi program digitalisasi administrasi
perikanan secara berkelanjutan. Temuan ini diharapkan memberikan panduan strategis
bagi pengembangan program digitalisasi serupa di daerah lain. Metode yang digunakan
adalah penelitian deskriptif dengan pendekatan kualitatif, melibatkan subjek seperti
Kepala Desa, Perangkat Desa, dan petani tambak. Pengumpulan data dilakukan melalui
wawancara, observasi lapangan terkait penggunaan aplikasi Smart Fishery, dan
dokumentasi. Data diperoleh dari sumber primer dan sekunder, dianalisis secara
deskriptif kualitatif. Teknik pengambilan sampel menggunakan purposive sampling, yaitu
memilih individu atau kelompok dengan karakteristik tertentu yang relevan dengan
tujuan penelitian. Pendekatan ini memungkinkan peneliti untuk menggali informasi dan
menyajikan hasil secara rinci.
This study analyzes the Smart Fishery administration digitalization e-readiness program as an
effort to empower shrimp farmers in Tambak Kalisogo Village, Sidoarjo Regency. Using Peter's e-
readiness measurement model which includes the readiness of technological infrastructure, human
resources, and policies, this study found that the readiness of village technological infrastructure
is quite adequate, supported by facilities such as Wi-Fi access, computer devices, and the Smart
Fishery application. The main challenge was found in the readiness of human resources, with the
majority of shrimp farmers having low technological literacy, and limited training. In addition,
the village policy aspect does not yet support the sustainability strategy of this program. This
study recommends intensive training, infrastructure optimization, and village policy formulation
to support the implementation of the sustainable fisheries administration digitalization program.
These findings are expected to provide strategic guidance for the development of similar
digitalization programs in other areas. The method used is descriptive research with a qualitative
approach, involving subjects such as the Village Head, Village Apparatus, and shrimp farmers.
Data collection was carried out through interviews, field observations related to the use of the
Smart Fishery application, and documentation. Data were obtained from primary and secondary
sources, analyzed descriptively qualitatively. The sampling technique uses purposive sampling,
which is selecting individuals or groups with certain characteristics that are relevant to the
research objectives. This approach allows researchers to dig up information and present the results
in detail.
