Abstract: The government supports regions through transfers, and one of these
forms is the Direct Cash Assistance Village Fund Program (BLT Dana Desa), aimed
at mitigating the economic impact of the Covid-19 pandemic. BLT Dana Desa
functions as a social safety net program to aid affected communities,
particularly those in poverty. Its primary objective is to alleviate the
economic burdens on the impacted populace and provide social protection amid
the challenging pandemic circumstances. The implementation of BLT DD in Bonorejo
Village faces various challenges, including disparities in eligibility criteria
compared to extreme poverty data, frequent regulatory changes, delays in
disbursement processes, and overlaps in social assistance recipients. The
addition of new recipients also affects the distribution process. To enhance
the effectiveness and fairness of the BLT DD program in Bonorejo Village,
cooperation is required between the village government, relevant institutions,
and the community. This study employs a case study approach to analyze the
effectiveness of BLT Dana Desa in Bonorejo Village. A qualitative method is
employed, using data collection techniques such as observation, interviews, and
documentation. The acquired data is subjected to reduction, presentation, and
conclusion drawing to identify the factors affecting BLT DD's effectiveness and
the obstacles in its implementation. The research aims to provide a
comprehensive overview of BLT DD's impact on the community and the influencing
factors in Bonorejo Village, Bojonegoro Regency. The results indicate that the
BLT DD program in Bonorejo Village has proven effective in achieving its set
objectives. Steps such as recipient selection through village deliberations,
program integration through socialization, and adaptive problem-solving
showcase the program's success in benefiting the impoverished community.
Despite challenges like inaccuracies in recipient targeting, efforts to address
these issues have been commendable. Overall, the analysis demonstrates the effectiveness
of the BLT DD program in Bonorejo Village.
