IMPLEMENTASI PROGRAM DANA BANTUAN OPERASIONAL SEKOLAH (BOS) DI SMP NEGERI 1 KARAS KABUPATEN MAGETAN

IMPLEMENTATION OF THE SCHOOL OPERATIONAL ASSISTANCE FUND (BOS) PROGRAM AT SMP NEGERI 1 KARAS, MAGETAN REGENCY

Penelitian ini bertujuan untuk mengetahui implementasi program Dana Bantuan Operasional Sekolah (BOS) di SMP Negeri 1 Karas Kabupaten Magetan. Permasalahan yang ditemui kurangnya pemahaman orang tua siswa tentang program dana BOS, kurangnya tenaga administrasi yang mengelola dana BOS, serta terlambatnya pencairan dana BOS pada waktu tertentu. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan teori implementasi kebijakan George C. Edwards III, yang mencakup empat variabel yaitu komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi.

Hasil penelitian menunjukkan bahwa secara umum implementasi program dana BOS di SMP Negeri 1 Karas Kabupaten Magetan telah berjalan cukup baik. Sekolah telah melibatkan komite sekolah dan perwakilan wali murid dalam penyusunan RKAS dan RAPBS. Kurangnya tenaga administrasi yang mengelola dana BOS atau yang menjadi bendahara BOS adalah guru yang telah mengikuti pelatihan dan bimtek tentang tata kelola BOS. Terlambatnya pencairan dana BOS disebabkan oleh terlambatnya pelaporan dari salah satu lembaga sekolah sehingga pencairan dana BOS seluruh sekolah di wilayah Kabupaten Magetan terlambat semua.

Dari penelitian ini dapat disimpulkan bahwa meskipun implementasi program dana BOS telah menunjukkan hasil yang positif dalam beberapa aspek, peningkatan pada sisi transparansi publik dan akuntabilitas sosial masih diperlukan untuk mencapai tata kelola dana BOS yang lebih baik.

This study aims to determine the implementation of the School Operational Assistance Fund (BOS) program at SMP Negeri 1 Karas, Magetan Regency. The problems encountered were the lack of understanding of parents of students about the BOS fund program, the lack of administrative staff managing BOS funds, and the late disbursement of BOS funds at certain times. This study used a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. This study used George C. Edwards III's policy implementation theory, which includes four variables, namely communication, resources, implementer disposition, and bureaucratic structure.

The results of the study indicate that in general the implementation of the BOS fund program at SMP Negeri 1 Karas, Magetan Regency has gone quite well. The school has involved the school committee and representatives of parents in the preparation of the RKAS and RAPBS. The lack of administrative staff managing BOS funds or who are BOS treasurers are teachers who have attended training and technical guidance on BOS governance. The late disbursement of BOS funds was caused by late reporting from one of the school institutions so that the disbursement of BOS funds for all schools in the Magetan Regency area was all late.

From this study it can be concluded that although the implementation of the BOS fund program has shown positive results in several aspects, improvements in public transparency and social accountability are still needed to achieve better BOS fund governance.
