ANALISIS PELAKSANAAN PENGADAAN BARANG/JASA SECARA ELEKTRONIK PADA PEKERJAAN KONSTRUKSI MELALUI METODE PEMILIHAN TENDER PASCAKUALIFIKASI

ANALYSIS OF THE IMPLEMENTATION OF ELECTRONIC PROCUREMENT OF GOODS/SERVICES IN CONSTRUCTION WORK THROUGH THE POST – QUALIFICATION TENDER SELECTION METHOD

penelitian ini menganalisis pelaksanaan pengadaan barang/jasa secara elektronik pada pekerjaan konstruksi melalui metode pemilihan tender pascakualifikasi, dengan studi kasus pada Bagian Pengadaan Barang/Jasa & Administrasi Pembangunan Sekretariat Daerah Kota Surabaya. dalam implementasinya, ditemukan beberapa permasalahan, seperti persyaratan dan alur pelaksanaan yang terlalu rumit, kurangnya pelatihan dan pemahaman bagi penyedia baru, serta belum optimalnya penerapan prinsip – prinsip pengadaan.
penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, yang berfokus pada prinsip – prinsip pengadaan barang/jasa pemerintah sebagaimana diatur dalam Peraturan Presiden Nomor 12 Tahun 2021 Tentang Perubahan Peraturan Presiden Nomor 16 Tahun 2018 Tentang Pengadaan Barang/Jasa. Teknik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Data dianalisis melalui proses reduksi data, penyajian data dan penarikan Kesimpulan.
Hasil Penelitian menunjukkan bahwa pelaksanaan pengadaan barang/jasa secara elektronik melalui metode ini belum optimal dalam penerapan prinsip transparansi, efisiensi, dan akuntabilitas. Sistem Pengadaan Barang/Jasa Secara Elektronik (LPSE) telah meningkatkan efisiensi, efektifitas, transparansi, kompetitif, adil/tidak diskriminatif, dan akuntabilitas. system ini mempermudah administrasi, mempercepat tahapan pengadaan, mengurangi potensi penyimpangan, serta memastikan kepatuhan terhadap regulasi. selain itu, teknologi dalam SPSE mendukung kesetaraan akses informasi dan persaingan yang sehat.
beberapa kendala masih dihadapi, seperti keterbatasan infrastruktur teknologi, kurangnya sosialisasi bagi pengguna baru, serta tantangan administrative dan teknis yang memengaruhi kelancaran pelaksanaan tender. Pengawasan dan integrasi antar pemangku kepentingan juga diperkuat untuk meningkatkan kualitas pelaksanaan pengadaam. selain itu, pengooptimalan layanan Helpdesk pada LPSE menjadi prioritas untuk mendukung keberhasilan implementasi. secara keseluruhan, penerapan prinsip – prnsip pengadaan dalam system ini telah meningkatkan kepercayaan dan kepuasan pihak terkait, serta mendukung pencapaian tujuan proyek secara optimal.

This research analyzes the implementation of electronic procurement of goods / services in construction work through the post- qualification tender selection method, with a case study of the Goods / Services Procurement & Development Administration Section of the Surabaya City Regional Secretariat. in its implementation, several problems were found, such as overly complicated requirements and flow of implementation, lack of training and understanding for new providers, and not optimal application of procurement principles.
This research uses a qualitative method with a descriptive approach, which focuses on the principles of government procurement of goods / services as stipulated in Presidential Regulation Number 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Procurement of Goods / Services. Data collection techniques include observation, interviews, and documentation. Data was analyzed through a process of data reduction, data presentation and conclusion drawing.
The results showed that the implementation of electronic procurement of goods/services through this method has not been optimal in applying the principles of transparency, efficiency, and accountability. The Electronic Procurement System (LPSE) has improved efficiency, effectiveness, transparency, competitiveness, fairness/non-discrimination, and accountability. This system simplifies administration, accelerates the procurement stage, reduces the potential for irregularities, and ensures compliance with regulations. In addition, technology in SPSE supports equal access to information and fair competition.
Some obstacles remain, such as limited technological infrastructure, lack of socialization for new users, and administrative and technical challenges that affect the smooth implementation of tenders. Supervision and integration between stakeholders were also strengthened to improve the quality of procurement implementation. in addition, optimizing Helpdesk services at LPSE was a priority to support successful implementation. overall, the application of procurement principles in this system has increased the trust and satisfaction of relevant parties, and supported the optimal achievement of project objectives.
