STRATEGI PENYELENGGARAAN PILKADA OLEH KPUD KABUPATEN PONOROGO DI TENGAH PANDEMI COVID-19
THE STRATEGY FOR IMPLEMENTING ELECTIONS BY PONOROGO DISTRICT KPUD IN THE MIDDLE OF THE COVID-19 PANDEMIC
The purpose of this study is to describe the strategy for holding elections by the KPUD of Ponorogo Regency in the midst of Covid-19. This research is examined using theory using strategy theory proposed by Greory G. Dess and Alex Miller in Djasalim Saladin (2003). The main concept divides strategy into two forms, namely the desired strategy and the realized strategy. This study uses a qualitative research approach with a descriptive design. Data collection techniques used are in-depth interviews and documentation. Research informants were determined using purposive sampling technique. There were two informants for this study, consisting of the head of the division of financial planning, logistics, and household affairs and the head of the division of socialization of voter education, community participation and human resources. The results showed that the election strategy carried out by the KPU resulted in success, namely increasing public participation in the 2020 elections in the midst of the covid pandemic with the number of Ponorogo residents' participation being higher than the previous period, which was 77.02% with the number of voters 587,607 people by implementing the following strategies: first , the formation of the District Election Committee (PPK) that is responsive to Covid-19, second, holding focus group discussions between the Ponorogo Regency KPUD and the Ponorogo Police which are responsive to Covid-19, third, online socialization and offline socialization as campaign policies in the midst of the covid-19 pandemic, fourth, the use of PPE (Personal Protective Equipment) during the election for all organizing committees at the TPS level and 12 new things at the time of voting at the TPS. The results of this study reinforce the strategic theory proposed by Greory G. Dess and Alex Miller in Djasalim Saladin (2003) that the strategy is to make two lines in the plan in achieving the vision and mission of the KPUD Ponorogo Regency in facing the holding of the regional elections in the midst of the covid-19 pandemic.
