EFFECTIVENESS OF FLEXSIBLE WORKING ARRANGEMENT (FWA) APPLICATION THROUGH E-PERFORMANCE APPLICATION SYSTEMS IN THE SIDOARJO REGIONAL INSPECTORATE DEPARTMENT

Abstak
Penelitian yang di lakukan di Inspektorat Daerah sidoarjo ini bertujuan untuk mengetahui tingkat efektivitas penerapan FWA(Flexsible Working Arrangement) yang di terapkan, penerapan FWA(Flexsible Working Arrangement) di harapkan akan mempermudah dan menunjang kinerja ASN. Inspektorat daerah Sidoarjo merupakan unsur pengawas penyelenggaraan pemerintahan daerah yang bertanggunjawab kepada Bupati melalui Sekretaris Daerah. Penelitian ini menggunakan jenis penelitian deskriptif melalui pendekatan kualitatif. Fokus penelitian ini mendeskrispikan pelaksanaanya melalui aplikasi E-kinerja dan efektivitas penerapan yang di kemukakan oleh Emitai Etzioni (dalam Indrawijaya, 2014:216) yaitu Adaptasi, Integrasi, Motivasi Anggota, dan Produksi. Teknik pengumpulan data menggunakan tiga tahapan yakni observasi, wawancara, dan dokumentasi dengan mengumpulkan data-data terkait melalui media masa atau online. Hasil penelitian menunjukkan bahwa 1). Penerapan FWA(Flexsible Working Arrangement) sudah efektif melalui sistem aplikasi E-kinerja karena pembina bisa memantau kerja anggota melalui tugas yang diberikan 2). Adaptasi, dimana penyesuaian organisasi dengan lingkunganya, dengan mengubah jam kerja, presensi secara online dan system piket harian bagi pegawai, 3). Integrasi, berkaitan dengan sosialisasi dan komunikasi dimana dilakukan dengan dikeluarkanya surat edaran Inspektorat dan Tutorial Modul Pelaksanaan FWA Aplikasi E-Kinerja, adanya kendala dari segi komunikasi yang terjadi di Irban I dan IV dimana terjadi mis komunikasi dan sulit untuk koordinasi dengan organisasi dan Instansi terkait. 4). Motivasi anggota,berkaitan dengan pelaku organisasi dan kelengkapan sarana dan prasarana, dimana Pembina (Eselon II) tetap melaksankan tugas dan fungsi untuk koordinasi dan komunikasi antar anggota, dan aplikasi E-kinerja, fixed, mobile phone, teleconference, skype, zoom ,whatsapp merupakan sarana dan prasarana pendukung. 5). Produksi, berkaitan dengan intensitas dan performa kinerja, dari 4 Unit unsur pelaksana ada 2 Unit yang mengalami penurunan performa, konsep FWA ini tidak efektif diterapkan di semua unit terutama pada unsur pelaksana karena tupoksi dan target kerja berbeda-beda. Peneliti menemukan kendala pada penerapan konsep FWA(Flexsible Working Arrangement) pada Irban (Inspektur Pembatu) I dan IV dimana tupoksi unit mengharuskan koordinasi, pengawasan, Investigasi, dan pembinaan turun langsung ke lapangan, dan ada penundaan tugas lapangan dan sulit untuk koordinasi dan komunikasi dengan organisasi terkait. Oleh karena itu, perlu adanya regulasi dan aturan yang jelas terkait dengan FWA sehingga semua unit pada instansi bisa menerapkannya. Selain itu, perlu adanya sosialisasi berkesinambungan kepada anggota dan organisasi lainnya sehingga FWA dapat dilaksanakan secara optimal.

Abstract
The research carried out in the Sidoarjo Regional Inspectorate aims to determine the effectiveness of the implementation of the FWA (Flexsible Working Arrangement) which is applied, the application of the FWA (Flexsible Working Arrangement) is expected to facilitate and support the performance of ASN. Sidoarjo regional inspectorate is the supervisory element of the regional administration which is responsible to the Regent through the Regional Secretary. This research uses descriptive research through a qualitative approach. The focus of this study describes the implementation through the application of E-performance and the effectiveness of the application put forth by Emitai Etzioni (in Indrawijaya, 2014 : 216), namely Adaptation, Integration, Member Motivation, and Production. Data collection techniques used three stages namely observation, interviews, and documentation by collecting related data through mass media or online. The results showed that 1). The implementation of FWA (Flexsible Working Arrangement) has been effective through the E-performance application system because the coach can monitor the work of members through the tasks assigned 2). Adaptation, which adjusts the organization to its environment, by changing working hours, online presence and a daily picket system for employees, 3). Integration, related to socialization and communication which is done with the issuance of Inspectorate Circular and Tutorial Module for Implementation of FWA E-Kinerja Application, there are obstacles in terms of communication that occur in Irban I and IV where mis communication occurs and it is difficult to coordinate with related organizations and agencies. 4). Motivation of members, relating to organizational actors and the completeness of facilities and infrastructure, where the Trustees (Echelon II) continue to carry out tasks and functions for coordination and communication between members, and applications for E-performance, fixed, mobile phone, teleconference, skype, zoom, whatsapp is supporting facilities and infrastructure. 5). Production, related to the intensity and performance of the performance, of the 4 Units of implementing elements there are 2 Units that experience a decrease in performance, this FWA concept is not effectively applied in all units, especially in implementing elements because the duties and targets are different. The researcher found obstacles in the application of the concept of FWA (Flexsible Working Arrangement) on Irban (Petrified Inspector) I and IV where the main task of the unit required coordination, supervision, investigation, and coaching to go directly to the field, and there were delays in field work and it was difficult to coordinate and communicate with related organizations. Therefore, it is necessary to have clear regulations and rules related to FWA so that all units in the institution can apply it. In addition, the need for continuous socialization to other members and organizations so that FWA can be carried out optimally.
