Penilaian kinerja guru melalui SIAGUS sejak 2016 untuk membantu guru dalam mengurus administrasi Sasaran Kinerja Pegawai (SKP). Tujuan dari penelitian ini adalah untuk mendeskripsikan pelaksanaan penilaian kinerja guru sekolah dasar melalui SIAGUS beserta kendalanya di Sekolah Dasar Negeri Wonorejo VI Kota Surabaya.
Metode penelitian menggunakan penelitian deskriptif dengan metode kualitatif. Mempunyai dua fokus penelitian yaitu pelaksanaan penilaian kinerja guru sekolah dasar melalui Sistem Informasi Aplikasi Guru Surabaya (SIAGUS) di SDN Wonorejo VI Surabaya berdasarkan Peraturan Pemerintah Republik Indonesia Nomor 46 Tahun 2011 tentang Penilaian Prestasi Pegawai Negeri Sipil dan kendala dalam pelaksanaan penilaian kinerja guru sekolah dasar melalui Sistem Informasi Aplikasi Guru Surabaya (SIAGUS) di SDN Wonorejo VI Surabaya berdasarkan teori Rivai (2011:118).
Teknik pengumpulan data dilakukan dengan 3 (tiga) tahapan yaitu wawancara, observasi, dan dokumentasi. Teknis analisa data dilakukan melalui 4 (empat) tahapan yaitu pengumpulan data (data collection), reduksi data (data reduction), penyajian data (data display), dan penarikan kesimpulan/verifikasi (conclusion drawing/verifying).
Simpulan dari penelitian adalah (1) pelaksanaan penilaian kinerja guru sekolah dasar melalui Sistem Informasi Aplikasi Guru Surabaya (SIAGUS) di SDN Wonorejo VI Surabaya sesuai Peraturan Pemerintah Nomor 46 Tahun 2011 dan PERKA BKN Nomor 1 Tahun 2013. Sistem penilaian SKP melalui SIAGUS oleh guru dinilai lebih komprehensif untuk dijadikan sebagai alat ukur kinerja mulai dari penyusunan kontrak kinerja hingga penilaian capaian SKP. Namun pengajuan keberatan masih dilakukan secara manual dan tidak adanya SOP mengenai petunjuk pengisian SKP dalam aplikasi SIAGUS. (2) Terdapat dua hambatan yang ditemui dalam tahap pelaksanaan penilaian kinerja guru sekolah dasar melalui SIAGUS di SDN Wonorejo VI Surabaya meliputi hambatan pribadi dan error of central tendency. Hambatan pribadi berkaitan dengan manajemen waktu dan permasalahan teknologi terlihat dari penguploadan bukti kinerja yang cukup banyak secara bersamaan. Sedangkan error of central tendency berkaitan dengan kesalahan akibat kecenderungan penilaian di tengah pada saat penilaian perilaku kerja.
Saran yang diberikan terkait kendala dalam penelitian agar pelaksanaan penilaian kinerja lebih optimal adalah (1) dibuat Standar Operasional Prosedur (SOP) yang mengatur mengenai prosedur pelaksaan penilaian kinerja guru sekolah dasar melalui SIAGUS agar memudahkan guru untuk pengisian SKP. (2) diberikan pengarahan kepada guru oleh Kepala Sekolah mengenai jobdesk harian guru untuk mengatasi
kendala manajemen waktu agar pengisian SKP lebih dapat tertib, terjadwal, dan tidak menyebabkan server down akibat pengisian SKP serentak dalam satu waktu, (3) dinas Pendidikan Kota Surabaya perlu membuat indikator pada penilaian perilaku kerja guru untuk memperkecil resiko terjadinya bias penilaian.

The teacher's performance assessment through SIAGUS from 2016 to help teachers manage the administration of Employee Performance Objectives (SKP). The purpose of this study is to describe the implementation of the performance assessment of elementary school teachers through SIAGUS and their obstacles in Wonorejo VI Elementary School, Surabaya.
The research method uses descriptive research with qualitative methods. Having two research focuses on the implementation of the performance assessment of elementary school teachers through the application information System Guru Surabaya (SIAGUS) at SDN Wonorejo VI Surabaya based on government regulation of the Republic of Indonesia number 46 year 2011 about Achievement assessment of civil servants and constraints in the implementation of performance assessment of elementary school teachers through application information System Guru Surabaya (SIAGUS) at SDN Wonorejo VI Surabaya based on the theory of Rivai (2011:118). Data
collection techniques are conducted with 3 (three) stages i.e. interviews, observations, and documentation. Technical analysis of data is done through 4 (four) Stages of data collection (data collection), data reduction, data presentation (data display), and draw conclusions/verifications (conclusion drawing/verifying).
The conclusion of the study was (1) the implementation of the performance assessment of elementary school teachers through the Surabaya Teacher Application Information System (SIAGUS) at SDN Wonorejo VI Surabaya According to government regulation number
46 year 2011 and PERKA BKN number 1 year 2013. The SKP assessment system through SIAGUS by the teacher is considered more comprehensive to serve as a performance measuring instrument from the preparation of performance contracts to the assessment of the access of SKP. But the objection is still done manually and the absence of SOP regarding the instructions of the SKP filling in the SIAGUS application. (2) There are two barriers found in the implementation stage of the performance assessment of elementary school teachers through SIAGUS at SDN Wonorejo VI Surabaya covering personal barriers and error of central tendency. Personal barriers with regards to time management and technological problems are seen from the performance of considerable evidence of performances simultaneously. While the error of central tendency is associated with an error due to trend assessment in the center at the time of assessment of work behaviour.
Advice given in research to implement performance assessment is (1) made operational procedure standard (SOP) governing the performance assessment procedure of primary school teachers through SIAGUS to help teachers to replenishing SKP. (2) Given instruction to the teacher by the principal regarding the teacher's daily jobdesk to time management when recharging of the SKP is more orderly, scheduled, and does not cause the server down due to simultaneous recharging of the SKP at one time, (3) Education Office
should make an indicator on the assessment of the teacher's work behavior to minimize the risk of assessment bias.
