This research discusses the authority of the Civil Service Police Unit (Satpol PP) of Surabaya City in enforcing public order at Public Entertainment Venues (RHU), particularly based on Surabaya City Regional Regulation Number 2 of 2020. The study focuses on identifying the types of public order violations occurring in RHUs and analyzing the enforcement actions taken by Satpol PP. The research uses both normative and empirical legal methods, with data collected through literature review and direct interviews with Commander of Kartika 2 Company of Satpol PP Surabaya, Mr. Agus Suyono. The findings show that common violations include unauthorized sale of alcoholic beverages, violation of operating hours, violations of decency norms, and misuse of business licenses. In response, Satpol PP applies preventive (socialization and patrol), persuasive (warnings and mediation), and repressive (seizure, sealing, and legal referral) measures. The study concludes that although Satpol PP's authority is legally well-founded, its implementation still faces challenges such as limited personnel and weak interagency coordination. Therefore, institutional capacity building and cross-sectoral synergy are essential to ensure more effective and equitable law enforcement.
