Confiscated goods and official vehicles to be disposed of or sold are state assets that require a price limit determination process as the basis for auctions. This price limit determination aims to ensure that the auction floor price reflects fair value according to market conditions. In accordance with Republic of Indonesia Attorney General's Regulation Number 10 of 2019, an accurate and competent assessment by the appraisal team is a key factor in determining the price limit. The assessment process involves an in-depth field survey to analyze and estimate the physical condition of the confiscated goods and official vehicles to be auctioned.
The reliability of the information and the professionalism of the appraisal team are key determinants of success in producing objective and accountable price estimates. Furthermore, cross-agency collaboration is a crucial strategy for improving the accuracy of appraisal results. One key challenge is determining a realistic limit value that aligns with market conditions to ensure prompt sale and avoid the accumulation of assets in storage. In this context, the Transportation Agency plays a strategic role in providing technical testing of auction vehicles to support accurate price assessments.
As a solution, this research resulted in the development of a web-based application designed to facilitate the vehicle technical testing process, record the results of physical inspections, and assist the appraisal team in determining the estimated limit price accurately, quickly, and standardized.
