INOVASI E-MUTASI DALAM MENINGKATKAN PELAYANAN KEPEGAWAIAN DI BADAN KEPEGAWAIAN DAERAH PROVINSI JAWA TIMUR

Pelayanan mutasi secara langsung dianggap kurang optimal karena banyak pegawai yang mengeluh mengenai jarak yang ditempuh untuk mendapatkan layanan mutasi kepegawaian. BKD Provinsi Jawa Timur dalam memberikan pelayanan kepegawaian terkait mutasi pegawai memiliki suatu terobosan baru yaitu E-Mutasi. Namun dalam pelaksanaan layanan E-Mutasi terdapat masalah yaitu dari pihak internal adanya keterlambatan mengenai pemberian SK mutasi dan layanan E-Mutasi juga belum disosialisasikan. Masalah dari pihak eksternal yaitu ketidaktahuan mengenai adanya layanan E-Mutasi. Tujuan dari dilakukannya penelitian ini yaitu untuk mendeskripsikan keberhasilan inovasi E-Mutasi beserta hambatan inovasi E-Mutasi dalam meningkatkan pelayanan kepegawaian di Badan Kepegawaian Daerah Provinsi Jawa Timur
Penelitian ini dilakukan dengan menggunakan pendekatan deskriptif kualitatif. Fokus dalam penelitian ini yaitu keberhasilan inovasi E-Mutasi berdasarkan teori Cook, Mathew & Irwin. Teknik pengumpulan data dilakukan dengan tiga tahapan yaitu wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan dan verifikasi.
Hasil penelitian menunjukkan bahwa keberhasilan inovasi E-Mutasi meliputi, (1)Pemimpin melakukan berbagai perbaikan agar dapat memberikan kepuasan pada penerima layanan E-Mutasi, namun terkendala dengan tidak adanya peraturan yang mewajibkan menggunakan layanan E-Mutasi dan pemberian SOP yang hanya dilakukan ketika pegawai datang di BKD Provinsi Jawa Timur. (2)Pemberian layanan E-Mutasi di Badan Kepegawaian Daerah Provinsi Jawa Timur berpedoman pada strategi CETAR. (3)Resiko dalam penerapan layanan E-Mutasi terkait kendala server dan tingginya biaya pengembangan perangkat lunak akan diselesaikan melalui penambahan server dan kerjasama terkait penitipan data center. (4)Kemampuan sumber daya manusia dalam menjalankan aplikasi layanan E-Mutasi sudah baik. (5)Teknologi yang digunakan dalam layanan E-Mutasi adalah web based application dan sarana untuk menunjang layanan E-Mutasi sudah baik, namun prasarana gedung kurang memadai.
Saran yang dapat diberikan yaitu, (1)Perlu ada peraturan yang mewajibkan penggunaan aplikasi layanan E-Mutasi dan harus segera mengupload SOP kedalam website BKD Provinsi Jawa Timur. (2)Perlu ada kerjasama untuk sosialisasi eksternal sehingga pemberian sosialisasi tidak hanya di gedung milik BKD Provinsi Jawa Timur.

INNOVATION E-STAFFING SERVICE IN INCREASING THE MUTATION IN THE STAFFING OF THE REGIONAL BODY OF EAST JAVA

Direct transfer services are considered to be less than optimal because many employees complain about the distance taken to get staff transfer services. BKD East Java Province in providing personel services related to employee mutations has a new breakthrough, namely E-Mutation. However, in the implementation of the E-Mutation service there was a problem, namely from the internal side, there was a delay regarding the issuance of SK mutations and E-Mutation services that had not been socialized. Problems from external parties are ignorance about the existence of E-Mutation services. The purpose of this research is to describe the success of E-Mutation innovations along with E-Mutation innovation barriers in improving staffing services at the Regional Civil Service Agency of East Java Province.
This research was conducted using a qualitative descriptive approach. The focus of this research is the success of E-Mutation innovations based on the theory of Cook, Mathew & Irwin. The technique of data collection is done in three stages, namely interviews, observation, and documentation. Data analysis techniques using data collection, data reduction, data presentation, drawing conclusions and verification.
The results showed that the success of E-Mutation innovations included, (1) Leaders carried out various improvements in order to provide satisfaction to recipients of E-Mutation services, but were constrained by the absence of regulations requiring E-Mutation and SOP services that were only carried out when employees come at BKD East Java Province. (2) Provision of E-Mutation services at the Regional Civil Service Agency of East Java Province is guided by the CETAR strategy. (3) The risks in implementing E-Mutation services related to server constraints and the high cost of software development will be resolved through the addition of servers and collaboration related to data center safekeeping. (4) The ability of human resources to run E-Mutation service applications is good. (5) The technology used in E-Mutation services is a web-based application and means to support E-Mutation services are good, but inadequate building infrastructure.
Suggestions that can be given, namely, (1) There needs to be a regulation that requires the use of E-Mutation service applications and must immediately upload SOPs to the BKD East Java Province website. (2) There needs to be cooperation for external socialization so that the provision of socialization is not only in the buildings belonging to the BKD of East Java Province.
