Textbooks as learning source must be appropriate with Curriculum of 2013 demands, which can be implemented in 21st century learning. Collaborative learning is a learning model that focuses on student collaboration that stages are engagement, exploration, transformation, extension, presentation and reflection. Aims of this research are produce textbook based on Collaborative Learning on Fungi to exercise student’s scientific literacy skill that proper according theoretically and empirically. Theoretical properness are obtained from the results of the validity of the textbook according of the properness of content, presentation and the language. In empirical properness are obtained from the implementation, readability, and response of students. This research is a development research with 4D method that stage are define, design, develop and disseminate. However, the disseminate stage is not carried out. The results of this research indicate that the validity of the developed textbook at 3.81 with a percentage of properness of 95.3% and in very valid category. The readability of textbooks in the three samples was tested at 10 level, the result that textbook based on Collaborative Learning were suitable to used by students in grade 10. The percentage of implementation in 100% score at very practical category. While the percentage of responses of students on each criteria obtained an average percentage of 97.08 at very positive category. The results show that textbook based on Collaborative Learning that have been developed are proper according theoretically and empirically.
