ANALISIS PELAKSANAAN REKRUTMEN PERANGKAT DESA SERENTAK BERDASARKAN TIMELINE YANG DIDASAKAN PADA PERATURAN BUPATI TUBAN NOMOR 11 TAHUN 2022 TENTANG PERANGKAT DESA (STUDI DI DESA KLOTOK KECAMATAN PLUMPANG KABUPATEN TUBAN)

Analysis of the Implementation of Simultaneous Village Apparatus Recruitment Based on the Timeline Based on Tuban Regent Regulation Number 11 of 2022 Concerning Village Apparatus (Study in Klotok Village, Plumpang District, Tuban Regency)

Pelaksanaan rekrutmen perangkat desa serentak berdasarkan Peraturan Bupati Nomor 11 Tahun 2022 tentang Perangkat Desa merupakan salah satu bentuk kebijakan pemerintah Kabupaten Tuban dalam mengatasi kekosonga jabatan yang terjadi kurang lebih selama hampir 2 tahun di desa-desa tertentu. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses pelaksanaan rekrutmen dan human error serta permasalahan teknis selama rekrutmen.

Metode penelitian yang digunakan pada penelitian ini yakni penelitian dekriptif dengan pendekatan kualitatif. Fokus penelitian ini menggunakan Peraturan Bupati Nomor 11 Tahun 2022 tentang Perangkat Desa Tentang Perangkat Desa dengan indikator pencalonan perangkat desa, pembentukan tim pengangkatan, persyaratan bakal calon, pengumuman hasil serta pengangkatan dan pelantikan. Sumber data diperoleh melalui data primer yaitu wawancara, observasi, dan data sekunder melalui dokumentasi berupa data dari Kantor Desa Klotok, artikel ilmiah, serta aturan terkait perangkat desa. Data yang didapatkan kemudian dianalisis dengan tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.

Hasil penelitian menunjukkan bahwa pelaksanaan rekrutmen perangkat desa serentak yang terjadi di Desa Klotok sudah sesuai dengan peraturan yang berlaku. Namun, pendaftar untuk posisi Kaur Keuangan dan Kasi Pelayanan hanya berasal dari BUMDes dan LKMD Desa Klotok sendiri. Pembentukan dan pengangkatan tim terbentuk melalui Forum Group Discusion yang terdiri dari Tim yang dibentuk terdiri dari tokoh masyarakat, anggota LKMD, perangkat desa, dan tokoh perempuan, sesuai dengan ketentuan peraturan yang berlaku. Persyaratan bakal calon, pada pelaksanaan ujian terdapat human error dari peserta tes tidak menuliskan kode soal dan kesalahan teknis terkait kerakuratan alat scan. Namun secara keseluruhan, meskipun terdapat beberapa kendala teknis dalam proses rekrutmen, pelaksanaan rekrutmen tersebut tetap berjalan dengan lancar. Pengumuman hasil dilakukan secara terbuka dan lancar tanpa adanya keberatan dari peserta. Pengangkatan dan pelantikan berjalan lancar dan sesuai dengan jadwal yang telah ditetapkan, yakni dilakukan dalam waktu maksimal 15 hari setelah pengumuman hasil ujian.

Implementation of simultaneous recruitment of village officials based on Regent Regulation Number 11 of 2022 concerning Village Apparatus is a form of Tuban Regency government policy in overcoming vacant positions that have occurred for approximately 2 years in certain villages. This research aims to describe and analyze problems that occur during the recruitment process, human error and technical errors are the main triggers in the research focus.

The research method used in this research is descriptive research with a qualitative approach. The focus of this research uses Regent Regulation Number 11 of 2022 concerning Village Apparatus regarding Village Apparatus with indicators for nomination of village officials, formation of appointment teams, requirements for prospective candidates, announcement of results as well as appointment and inauguration. Data sources were obtained through primary data, namely interviews, observations, and secondary data through documentation in the form of data from the Klotok Village Office, scientific articles, and regulations related to village officials. The data obtained was then analyzed using the stages of data collection, data reduction, data presentation, and drawing conclusions.

The results of the research show that the simultaneous recruitment of village officials that occurred in Klotok Village was in accordance with applicable regulations. However, applicants for the positions of Head of Finance and Head of Services only come from BUMDes and LKMD in Klotok Village itself. The formation and appointment of the team was formed through a Group Discussion Forum consisting of a team that was formed consisting of community leaders, LKMD members, village officials and women leaders, in accordance with the provisions of applicable regulations. The requirements for prospective candidates are that during the exam there will be human error from test takers not writing down the question code and technical errors related to the accuracy of the scanning equipment. However, overall, even though there were several technical obstacles in the recruitment process, the recruitment process continued smoothly. The results were announced openly and smoothly without any objections from the participants. Appointments and inaugurations run smoothly and according to the predetermined schedule, which is carried out within a maximum of 15 days after the announcement of the exam results.
