EVALUASI PELAKSANAAN PROGRAM PEMBIMBING TEMAN TERBAIK (PEMANTIK) DENGAN MODEL CIPP DI SMPN KOTA SURABAYA
EVALUATION OF THE IMPLEMENTATION OF THE BEST FRIEND GUIDANCE PROGRAM (PEMANTIK) USING THE CIPP MODEL AT SMPN SURABAYA CITY
Layanan Bimbingan dan Konseling (BK) di sekolah masih menghadapi berbagai permasalahan, di antaranya rendahnya keterbukaan peserta didik dalam mengakses layanan BK serta adanya stigma bahwa layanan BK hanya ditujukan bagi peserta didik yang bermasalah. Kondisi tersebut mendorong sekolah untuk mengembangkan program Pembimbing Teman Terbaik (PEMANTIK) sebagai bentuk konseling sebaya yang diharapkan dapat menjembatani keterbatasan layanan BK formal. Penelitian ini menggunakan model evaluasi CIPP (Context, Input, Process, Product) untuk mengevaluasi pelaksanaan program PEMANTIK di SMP Negeri Kota Surabaya. Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan program PEMANTIK ditinjau dari aspek context, input, process, dan product dalam mendukung layanan Bimbingan dan Konseling di sekolah. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian evaluatif. Subjek penelitian meliputi kepala sekolah, guru Bimbingan dan Konseling, kader PEMANTIK, serta peserta didik penerima layanan di tiga SMP Negeri Kota Surabaya. Hasil penelitian menunjukkan bahwa pada aspek context, program PEMANTIK dilaksanakan sebagai respons terhadap kebutuhan peserta didik yang enggan mengakses layanan BK secara langsung. Pada aspek input, program didukung oleh adanya seleksi dan pelatihan dasar kader serta pembinaan oleh guru BK, meskipun kesiapan sumber daya belum merata di setiap sekolah. Pada aspek process, program PEMANTIK telah dilaksanakan melalui pendampingan teman sebaya, namun mekanisme supervisi dan evaluasi kegiatan belum dilakukan secara terstruktur. Pada aspek product, program PEMANTIK memberikan kontribusi positif dalam meningkatkan keterbukaan peserta didik dan akses terhadap layanan BK, meskipun evaluasi hasil program belum didukung oleh indikator yang terstandar. Guidance and Counseling (GC) services in schools still face several challenges, including the low willingness of students to access counseling services and the stigma that GC services are only intended for problematic students. This condition encourages schools to develop the Peer Best Companion Program (Pembimbing Teman Terbaik/PEMANTIK) as a form of peer counseling to bridge the limitations of formal GC services. This study applies the CIPP evaluation model (Context, Input, Process, Product) to evaluate the implementation of the PEMANTIK program in public junior high schools in Surabaya City. The purpose of this study is to describe the implementation of the PEMANTIK program in terms of context, input, process, and product aspects in supporting school Guidance and Counseling services. This research employed a qualitative approach with an evaluative research design. The research participants consisted of school principals, Guidance and Counseling teachers, PEMANTIK cadres, and students who received the services in three public junior high schools in Surabaya City. The results of the study indicate that, in terms of context, the PEMANTIK program was implemented as a response to students’ needs who were reluctant to directly access Guidance and Counseling services. In the input aspect, the program was supported by the selection and basic training of cadres and guidance from GC teachers, although the readiness of resources varied among schools. In the process aspect, the PEMANTIK program was implemented through peer mentoring activities; however, supervision and evaluation mechanisms had not yet been carried out in a structured and systematic manner. In the product aspect, the PEMANTIK program contributed positively to increasing students’ openness and access to Guidance and Counseling services, although program outcomes had not yet been supported by standardized evaluation indicators.
