IMPLEMENTASI METODE MOORA UNTUK PENENTUAN WISATA SURABAYA TERBAIK DI MASA PANDEMI COVID-19

THE IMPLEMENTATION OF THE MOORA METHOD FOR DETERMINING THE BEST SURABAYA TOURISM PLACE DURING COVID-19 PANDEMIC

COVID-19 atau Coronavirus disease 2019 penyakit menular yang mengakibatkan pandemi diseluruh dunia memberikan banyak sekali dampak pada seluruh kegiatan masyarakat. Kegiatan perekonomian dan pariwisata menjadi salah satu elemen yang terdampak oleh pandemi ini. Pariwisata merupakan elemen penting bagi perekonomian masyarakat. Sebagai usaha untuk memutus rantai penularan COVID-19 di pariwisata, pemerintah mengeluarkan aturan seperti pembatasan pengunjung hingga penerapan protokol kesehatan. Beberapa tempat wisata di Surabaya, sudah dibuka selama pandemi. Penelitian ini melakukan perhitungan untuk mendapatkan rangking wisata yang buka selama pandemi di Surabaya. Data yang diuji merupakan delapan wisata luar ruangan di Surabaya yang dikumpulkan dari sumber seperti situs pemerintah, media sosial wisata, dan survey ke lokasi. Perhitungan perangkingan menggunakan metode MOORA atau Multi Objektive Optimization On The Basis Of Ratio Analysis sebagai metode perhitungan. Perhitungan diimplementasikan menjadi aplikasi berbasis web dengan bahasa pemrogamman PHP dan framework Codeigniter. Perhitungan MOORA menggunakan sebanyak enam kriteria yang diberi bobot setiap kriterianya. Ke-enam kriteria tersebut merupakan penerapan protokol kesehatan, fasilitas, waktu buka, batas pengunjung, jarak dari pusat kota dan harga tiket masuk. Hasil perhitungan sistem menunjukkan Taman Flora menjadi wisata terbaik di Surabaya selama pandemi dengan perolehan nilai 0.176971, urutan ke-dua ditempati oleh Wisata Perahu Kalimas dengan nilai 0.167378 dan urutan ketiga Ekowisata Mangrove Wonorejo dengan nilai 0.166685. Pengujian menggunakan Confusion Matrix membandingkan hasil perhitungan manual dengan perhitungan sistem mendapat hasil akurasi sebesar 75%.

COVID-19 or Coronavirus disease 2019 is an infectious disease that causes a worldwide pandemic to have a lot of impact on all community activities. Economic activities and tourism are among the elements affected by this pandemic. Tourism is an important element of the community's economy. To break the chain of transmission of COVID-19 in tourism, the government has issued regulations such as restricting visitors from implementing health protocols. Several tourist attractions in Surabaya have been opened during the pandemic. This study performs calculations to get the ranking of tours that are open during the pandemic in Surabaya. The data tested were eight outdoor tours in Surabaya which were collected from sources such as government websites, tourist social media, and site surveys. The ranking calculation uses the MOORA method or Multi-Objective Optimization On The Basis Of Ratio Analysis as the calculation method. The calculations are implemented into a web-based application with the PHP programming language and the Codeigniter framework. The MOORA calculation uses six criteria which are weighted for each criterion. The six criteria are the application of health protocols, facilities, opening times, visitor limits, distance from the city center, and ticket prices. The results of the system calculation show that Flora Park was the best tour in Surabaya during the pandemic with a score of 0.176971, the second place was occupied by Kalimas Boat Tour with a value of 0.167378 and the third place was Wonorejo Mangrove Ecotourism with a value of 0.166685. Testing using the Confusion Matrix comparing the results of manual calculations with system calculations got an accuracy of 75%.
