Penelitian ini bertujuan untuk mendeskripsikan proses pengembangan modul pembelajaran menulis cerita fiksi berbasis kearifan lokal, dan untuk mendeskripsikan kualitas modul yang dilihat berdasarkan kevalidan, kepraktisan, dan keefektifan modul pembelajaran menulis cerita fiksi berbasis kearifan lokal sebagai pendukung literasi sastra. Modul pembelajaran menulis dikembangkan berdasarkan kearifan lokal Sidoarjo dengan mengacu pada dimensi kearifan lokal oleh Jim Ife yang meliputi pengetahuan lokal, nilai-nilai lokal, keterampilan lokal, sumber daya lokal, mekanisme pengambilan keputusan lokal, dan solidaritas kelompok lokal. Penelitian ini merupakan penelitian R & D dengan menggunakan model four-D oleh Thiagarajan, Semmel & Semmel (1974). Tahapan tersebut terdiri atas tahap pendefinisian, perancangan, pengembangan, dan penyebaran. Teknik pengumpulan data yang digunakan yaitu validasi, observasi, angket, tes, dan dokumentasi. Uji pengembangan dilakukan dengan 9 siswa pada uji coba kelompok kecil di SDN Krian 1, dan 32 siswa pada uji coba lapangan di SDN Krian 2. Hasil penelitian menunjukkan bahwa proses pengembangan modul pembelajaran menulis cerita fiksi berbasis kearifan lokal meliputi empat tahapan Four-D yang mengahasilkan produk yang berkualitas. Kualitas kevalidan berdasrkan komponen penyajian sebesar 94%, kegrafikaan sebesar 96,6%, isi materi sebesar 88,5%, bahasa sebesar 84% dengan kategori sangat valid secara keseluruhan. Kualitas kepraktisan modul diperoleh berdasarkan observasi aktivitas guru sebesar 92,5%, dan aktivitas siswa sebesar 90% dengan kategori sangat baik. Kualitas berdasarkan keefektifan diperoleh melalui hasil tes dan angket siswa. Hasil pretest dan posttest dianalisis menggunakan T-test dengan taraf siginifikan 5%. Uji coba kelompok kecil di SDN Krian 01 diperoleh thitung 8,314 (5%=2,306< th = 8,314). Uji coba lapangan di SDN Krian 02 diperoleh thitung 20,645 (5%=2,040 < th = 20,645). Selain itu, diperoleh hasil respon siswa pada setiap uji coba rata-rata mencapai 95,8% (sangat baik). Berdasarkan hal tersebut dapat diketahui modul pembelajaran menulis cerita fiksi berbasis kearifan lokal berkualitas dan layak digunakan pada pembelajaran menulis cerita fiksi sebagai pendukung literasi sastra siswa kelas IV sekolah dasar.

The purpose of this research are to describe the process of developing a learning module for writing fiction based on local wisdom, to describe the quality of module seen based on validity, practicality, and effectiveness of the learning module for writing fiction based on local wisdom to support literary literacy. Writing learning module was developed based on local wisdom of Sidoarjo with refers to the dimensions of local wisdom by Jim Ife namely local knowledge, local values, local skills, local resources, local decision-making mechanisms, and local group solidarity. This research is R & D research type using a four-D model by Thiagarajan, Semmel & Semmel (1974). The steps which were consisted of defining, designing, developing, and disseminating stage. Data collection techniques used were validation, observation, questionnaires, tests, and documentation. Development trials were carried out with 9 students as small group trials at SDN Krian 01, and all 4th grade students at SDN Krian 2 as field trials. The results showed that the process of developing a learning module to write fiction based on local wisdom includes Four-D stages that obtain quality products. The quality of validity in terms of presentation was 94%, graphic was 96.6%, content was 88,5%, language was 84% with overall category called very valid. The quality of the practicality of the module are obtained based on observations of teacher activities and student activities with a yield of 92.5% and 90% called very good. Quality based on effectiveness are obtained through test results and student questionnaires. The results of the pretest and posttest were analyzed using the T-test with a 5% significant level. Small group trials at SDN Krian 1 obtained tcount 8.314 (ttable 5%=2.306 count = 8.314). Field trials at SDN Krian 2 obtained tcount 20,645 (ttable 5%=2,040 < tcount = 20,645). In addition, the students response results in each trial averaged 95.8% (very good). Thus, it can be seen that the learning module for writing fiction stories based on local wisdom is good quality and suitable for use in learning write fiction stories to support literary literacy for fourth grade elementary school students.
