"Governance of Education for the Children of Indonesian Migrant Workers: A Case Study of the Indonesian School in Johor Bahru, Malaysia"
Penelitian ini bertujuan untuk menganalisis tata kelola pendidikan bagi anak-anak Pekerja Migran Indonesia (PMI) di Sekolah Indonesia Johor Bahru (SIJB), Malaysia. Kajian difokuskan pada tiga aspek utama, yaitu perencanaan, pelaksanaan, dan pengawasan pendidikan. Pendekatan yang digunakan adalah kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam, observasi partisipatif, dan telaah dokumen yang melibatkan kepala sekolah, guru, KJRI, peserta didik, komite sekolah, serta orang tua. Hasil penelitian menunjukkan bahwa perencanaan pendidikan di SIJB dilaksanakan secara adaptif dengan mempertimbangkan konteks sosial dan keimigrasian siswa. Kurikulum nasional, program PANDAWA, dan kebijakan adaptasi menjadi bagian dari strategi perencanaan. Pelaksanaan pendidikan berorientasi pada pembentukan karakter dan nasionalisme melalui program kolaboratif seperti P5, PBL, SABUGA, Motivation Camp, serta pelestarian budaya lewat Beksa Buana dan WNF. Pengawasan dilakukan melalui evaluasi formal dan informal oleh kepala sekolah dan guru. Tata kelola di SIJB mencerminkan prinsip good governance dan menjadi model bagi kebijakan pendidikan lintas negara yang berkeadilan.

This study aims to analyze the governance of education for children of Indonesian migrant workers at the Sekolah Indonesia Johor Bahru (SIJB), Malaysia. The research focuses on three core aspects: educational planning, implementation, and supervision. Employing a qualitative approach with a case study method, data were collected through in-depth interviews, participatory observations, and document analysis involving the principal, teachers, the Indonesian Consulate (KJRI), students, school committee, and parents. The findings reveal that educational planning at SIJB is adaptively conducted by considering students’ social and immigration contexts. Strategies include integration of the national curriculum, PANDAWA (Student Data and Document Services), and student adaptation policies. Implementation emphasizes character and national identity development through collaborative programs such as the Pancasila Student Profile Project (P5), Problem-Based Learning (PBL), SABUGA, Motivation Camp, and cultural preservation via Beksa Buana and the Wonderful Nusantara Festival. Supervision is carried out through both formal and informal evaluations. SIJB’s educational governance demonstrates good governance principles and offers a model for equitable and sustainable transnational education policies.
