ABSTRAK

Efektivitas berarti tercapainyakeberhasilan dalam mencapai tujuan yang telah ditetapkan. Efektivitas selalu berkaitan dengan hasil yang diharapkan dengan hasil yang sebenarnya dicapai. Penilaian terhadap tingkat kesesuaian program merupakan salah satu cara untuk mengukur efektivitas program. Efektivitas program dapat diketahui dengan membandingkan tujuan program dengan output program. Sementara itu, pendapat sasaran program dapat dijadikan sebagai ukuran untuk menentukan efektivitas program. Penelitian ini bertujuan untuk mendeskripsikan efektivitas Pengelolaan Air Bersih oleh Himpunan Penduduk Pemakai Air Minum (HIPPAM) Di Desa Tanggungan Kecamatan Ngraho Kabupaten Bojonegoro. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Adapun narasumber penelitian ini diantaranya adalah Perangkat Desa, Kepala Dusun, Pengurus Pamsimas serta warga Desa Tanggungan Kecamatan Ngraho Kabupaten Bojonegoro selaku sasaran program Pamsimas. Teknik pengumpulan data yang digunakan berupa wawancara, observasi serta dokumentasi. Analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa efektivitas implementasi program penyediaan air minum dan sanitasi berbasis masyarakat (Pamsimas) di Desa Tanggungan dari sisi ketepatan sasaran, belum efektif karena masih banyaknya masyarakat yang menjadi target tidak mendapatkan manfaat dari program Pamsimas. Hal ini disebabkan oleh sosialisasi yang kurang efektif sehingga tujuan program belum tercapai, yang dapat dilihat dari belum semua sasaran program merasakan manfaat dari program Pamsimas. Untuk itu, diperlukan pengawasan yang rutin agar ketika terjadi kendala baik teknis maupun faktor lain dapat segera diatasi. Adapun saran yang dapat disampaikan dalam penelitian ini adalah perlunya penetapan target sasaran dan tujuan program agar program Pamsimas bermanfaat secara maksimal. Sosialisasi program perlu ditingkatkan agar agar tidak terjadi kekiliruan dan kesalahan dalam menjalankan program terutama program Pamsimas. Pemantauan setelah program berjalan harus dioptimalkan lagi dengan melakukan secara rutin tugas memonitoring sehingga tidak terjadi kesalahan yang tidak diinginkan.
