Tulungagung Regency is demanded
maximally in providing services to the community. Finally, the Department of
Manpower and Transmigration launched an innovative One-Stop Integrated Service
for Placement of Overseas Workers (LTSA PTKLN) which aims to facilitate
services in managing all files needed by the people of Tulungagung Regency,
especially Prospective Indonesian Migrant Workers (CPMI). This innovation
arises because there are some complaints from CPMI and in Tulungagung Regency
itself the majority of the people work abroad. The implementation of PTSA's
LTSA innovation was carried out in the area of the Tulungagung District
Manpower Office. This study aims to describe the innovation of the One-Stop
Integrated Service for Placement of Overseas Workers (LTSA PTKLN) in the
Department of Manpower and Transmigration (DISNAKERTRANS) of Tulungagung
Regency.
This type of research used is
descriptive which uses qualitative methods. While the focus of his research
uses the theory of innovation attributes according to Rogers in Suwarno (2008:
16) including Relative Advantage, Compatibility, Complexity, Triability, and
Observability. Data analysis techniques in this study used observation, interview
and documentation techniques.
The results of the study show that the
Tulungagung District Manpower and Transmigration Office is striving to
implement an innovative One-Stop Integrated Service for Overseas Employment
Placement (LTSA PTKLN) in order to address all complaints from the people of
Tulungagung Regency especially Prospective Indonesian Migrant Workers (CPMI)
and the formation of quality service better public than before. Of the five
indicators used as the research theory, it has been described to be able to
overcome all complaints from the people of Tulungagung Regency, especially
CPMI, and shows that innovation can be said to be successful. However, in its
implementation there are still some shortcomings, namely the first is uneven
socialization, the second is the lack of facilities and the last is the
location of LTSA PTKLN office which is
less strategic. So the researcher gave a suggestion that LTSA PTKLN officers
went directly to the community to socialize the innovation, the addition of less
facilities, and the relocation of the LTSA PTKLN office in the middle of the
city.
