Good provision of financial compensation to
encourage and increase the motivation of employees, so as to achieve the
targets job. As for the financial compensation to be applied at the Regional
Employment Board Gresik is granting additional allowances pengahasilan (TTP).
The purpose of this study is to describe the implementation of the Financial
Compensation and describe constraints Happens in the Implementation of
Financial Compensation and obstacles that occur in the Regional Employment
Board Gresik (Case Study On Earnings Supplement Benefit Determination Sub
Division of General and Civil Service).
The research approach used is descriptive
approach, with qualitative methods. There are two focus used, namely, the
stages of administrative penggajihan by Rivai (in Darodjat, 2015: 182). The
data collection technique consists of observation, interviews, and
documentation. Data analysis techniques include: data collection, data
reduction, data presentation, and verification.
The research result shows that the
implementation of the provision of Supplemental Income Benefits (TTP) in the
Regional Employment Board Gresik, namely: (1) Determination of TTP by Rating
SKP who have added extra work and does not include overtime. (2) Giving TTP did
not do a salary survey
but using guidelines Gresik Regent Regulation No. 1 Year 2017 on Guidelines
Income Supplement Benefit Assessment of Civil Administrative State Governments
Gresik. (3) Assess the cost of each job with the supporting factors and
according to the amount deductible from the ceiling of TTP positions and
classes.
Therefore, the determination of the
TTP in the Regional Personnel Agency Gresik need to do the training competence
of the Human Resources (HR), then fix the system and network SIPANTAS so as to
realize the principle of justice, and to conduct salary surveys in the field to
obtain information on the minimum wage, the level of the economy, and the cost
of living in Gresik then.
