Biaya dan waktu merupakan dua faktor yang mempunyai keterkaitan yang kuat yang dapat mempengaruhi tingkat keberhasilan suatu proyek konstruksi. Untuk mengatasi tidak efektifnya waktu dan biaya, diperlukan analisis yang memberikan alternatif untuk mengkompres jaringan kerja disebut analisis pertukaran waktu dan biaya /Time Cost Trade Off Analysis (TCTO). Tujuan penelitian ini adalah untuk mengetahui waktu yang paling efektif dari proyek Rusun Pakal Surabaya. Metode yang digunakan adalah analisis TCTO dengan cara penambahan waktu lembur 1 jam, 2 jam, dan 3 jam. Hasil perhitungan TCTO diperoleh waktu yang paling efektif adalah 228 hari dengan total biaya proyek Rp22.418.103.375. Dari hasil analisis TCTO kontraktor pelaksana mempunyai keuntungan menghemat waktu 22 hari dan biaya sebesar Rp47.625.789 tanpa mengurangi spesifikasi teknis proyek yang sudah terkontrak.

Cost and time are two factors that have a strong relationship that can affect the success rate of a construction project. To overcome the ineffectiveness of time and cost, an analysis is needed that provides an alternative to compressing the work network called Time Cost Trade Off Analysis (TCTO). The purpose of this research is to see the most effective time of the Rusun Pakal Surabaya project. The method used is TCTO analysis by adding overtime 1 hour, 2 hours, and 3 hours. The calculation results obtained that the most effective time is 228 days with a total project cost of IDR22,418,103,375. From the results of the TCTO analysis, the executing contractor has the advantage of saving 22 days and costs of IDR47,625,789 without reducing the technical specifications of the project that has been contracted.
