Management of Educator Learning
Communities in Realizing Teacher Professional Competence at Tropodo Krian
Public Elementary School, Sidoarjo Regency, and Mejoyo Bangsal Public
Elementary School, Mojokerto Regency.
This research is
motivated by the importance of effective learning community management to
improve teacher professional competence. The objective is to analyze the
implementation of Educator Learning Community management in realizing teacher
professional competence. The research used a qualitative approach with a
multi-site case study design, conducted at Tropodo Public Elementary School,
Sidoarjo, and Mejoyo Public Elementary School, Mojokerto. The research subjects
included the principal, the learning community coordinator, teachers, and
students. Data collection techniques were carried out through in-depth
interviews, participatory observation, and documentation studies. The research
instruments were interview guidelines, observation sheets, and documentation.
Data were analyzed thematically with source triangulation. The results showed
that Tropodo Public Elementary School implemented systematic, collaborative,
and participatory POAC management with documented evaluations, while Mejoyo
Public Elementary School tended to be top-down with verbal evaluations. Both
contributed to improving teacher competence in developing teaching materials,
innovative learning strategies, and collaboration. The study concluded that the
effectiveness of the learning community was influenced by clarity of management
functions, active participation, and resource support. Suggestions are aimed at
schools to optimize learning community management and at policymakers to design
contextual teacher development programs.
