Perangkat pembelajaran merupakan hal yang penting dalam proses pembelajaran di SMK Negeri 2 Surabaya. Tujuan penelitian ini untuk: (1) untuk mengetahui kevalidan experiment sheet, (2) untuk mengetahui keefektifan experiment sheet, (3) untuk mengetahui kepraktisan experiment sheet pada mata pelajaran instalasi motor listrik.
Metode penelitian yang digunakan adalah metode research and development (R&D), dengan langkah penelitian: (1) potensi dan masalah, (2) pengumpulan data, (3) desain produk, (4) validasi produk, (5) revisi produk, (6) uji coba produk, dan (7) analisis dan pelaporan. Desain penelitian yang digunakan Non-equivalent control group design. Penelitian ini dilaksanakan di SMK Negeri 2 Surabaya dengan menggunakan kelas eksperimen dan kelas kontrol.
Hasil penelitian pengembangan ini adalah perangkat pembelajaran berbasis experiment sheet dengan rerata 86,45% dikategorikan sangat valid dan layak digunakan. Perangkat pembelajaran instalasi motor listrik rerata kevalidan 89,29% dikategorikan sangat valid dan layak digunakan, soal tes pengetahuan rerata didapatkan 86,11% dikategorikan sangat valid dan layak digunakan. Lembar penilaian (LP) sikap spiritual didapatkan rerata 89,17% dikategorikan sangat valid dan layak digunakan. Lembar penilaian sikap sosial didapatkan rerata 89,17% dikategorikan sangat valid dan layak digunakan.
Hasil kepraktisan perangkat pembelajaran berbasis experiment sheet meliputi respon siswa terhadap pembelajaran berbasis experiment sheet didapatkan rerata 86,15% yang dikategorikan sangat valid dan layak digunakan.
Hasil belajar ranah kognitif siswa yang dikembangkan pada level higher order thingking skills (HOTS) meliputi menganalisis (C4), mengevaluasi (C5), dan menciptakan (C6) menunjukkan perbedaan, kelas kontrol mendapatkan rerata 63,83, sedangkan kelas eksperimen nilai rerata 80,83 yang artinya pada kelas eksperimen yang menggunakan experiment sheet menunjukkan hasil belajar siswa ranah kognitif yang artinya terdapat perbedaan yang signifikan antara kelas kontrol dan kelas eksperimen. Hasil belajar siswa ranah psikomotor mata pelajaran instalasi motor listrik kelas kontrol mendapatkan nilai rerata 70,00 dan kelas eksperimen 85,07 yang artinya terdapat perbedaan yang signifikan antara kelas kontrol dan kelas eksperimen. Hasil belajar ranah afektif siswa kelas kontrol mendapatkan rerata 75,00 dan kelas eksperimen 81,04 hasil belajar ranah afektif siswa kelas eksperimen lebih besar dibandingkan dengan kelas kontrol.
Hasil penelitian di atas menunjukkan bahwa pengembangan pembelajaran berbasis experiment sheet untuk meningkatkan higher order thingking skills pada mata pelajaran instalasi motor listrik sangat layak digunakan.

Learning tools are important in the learning process at SMK Negeri 2 Surabaya. The purpose of this study to: (1) to determine the validity of the experiment sheet, (2) to assess the effectiveness of the experiment sheet, (3) to determine the practicality of experimental installation sheet on the subjects of the electric motor.
The method used is a method of research and development (R & D), with the pace of research: (1) the potential and problems, (2) data collection, (3) the design of the product, (4) validation of products, (5) product revision, (6 ) testing the product, and (7) analysis and reporting. The study design used non-equivalent control group design. The research was conducted at SMK Negeri 2 Surabaya by using the experimental class and control class.
The results of the research are the development of experiment-based learning tools sheet with the average of 86.45% is categorized as very valid and fit for use. Learning device installation of electric motors mean the validity of 89.29% is categorized as very valid and fit for use, about the tests obtained 86.11% average knowledge is categorized as very valid and fit for use. Assessment sheets (LP) spiritual attitude earned an average 89.17% categorized as very valid and fit for use. Social attitudes assessment sheet obtained an average 89.17% categorized as very valid and fit for use.
Results of experiment-based learning device convenience sheet covering students' response to the experiment-based learning sheet obtained an average 86.15% were categorized as very valid and fit for use.
The results of students' cognitive learning developed at the level of higher order thingking skills (HOTS) includes analyzing (C4), evaluating (C5), and create (C6) shows the difference, gain control class average of 63.83, while the experimental class average value of 80.83 which means that the experimental class that uses a sheet experiment shows students' cognitive learning outcomes, which means there are significant differences between the control and the experimental class class. Student learning outcomes subjects psychomotor installation of electric motors control class to get a mean value of 70.00 and 85.07 experimental class, which means there is a difference signifikanbetween the control and the experimental class class. Affective domain learning outcomes of control class students get an average of 75,00 and an experimental class of 81.04, the affective learning outcomes of experimental class students are greater than the control class.
The results of the above study indicate that the development of experiment sheet based learning to improve higher order thingking skills on the subject of installing an electric motor is very feasible to use.
