Kata Kunci: Perangkat Pembelajaran, Problem Based Learning, Literasi Digital dan Berpikir Kritis.

This study aims to develop a problem-based learning model to improve digital literacy and critical thinking skills for fifth grade elementary school students. This research was conducted at MI Darul Huda Mojokerto in the 2019/2020 school year. This study uses a 4D development research model by Tiaghrajan which consists of the stages of define, design, developement and dessimintation. The research instruments used were validation sheets, observation sheets, essay test sheets and student worksheet to measure learning outcomes which included digital literacy skills and students' critical thinking skills. The analysis technique used includes the analysis of the results of expert validation, the analysis of the observation sheet of learning activities by teachers and students, the t-test to show whether there is an influence on students' digital literacy and critical thinking skills after implementing the development of problem based learning model learning tools. The results showed that the results of expert validation by validator I got a percentage of 82% while validator II got a percentage of 79% with the results feasible to be applied with a few revisions. Furthermore, the results of the observations showed that it was 71% feasible and stated that it was practical to use. Achievement of critical thinking skills resulted in t count 4.09 greater than t table 2.109 while digital literacy skills resulted in t count 4.2 greater than t table 2, 109 so it can be concluded that there are differences in digital literacy and critical thinking skills after the application of learning tools.
