Penelitian ini bertujuan untuk mengevaluasi hasil PPKS SMA/SMK di Kabupaten Sumenep, sehingga dapat danalisis permasalahnnya, serta bentuk tindak lanjut yang akan dilakukan, dalam rangka peningkatan kinerja Kepala Sekolah.
Penelitian ini berjenis survei, dengan pendekatan kuantitatif-deskriptif. Pendekatan kuantitatif untuk mendapatkan data penilaian terukur, diolah secara statistik melalui pendekatan Item Respond Test/IRT Model Rasch, sehingga dapat dipetakan permasalahan mendasar tentang kinerja Kepala SMA/SMK menurut status sekolah (N/S); akreditasi (A/B/C/Belum Akreditasi); dan jenis pengelola (U/P). Diskriptif digunakan untuk menjelaskan/menjawab secara rinci tentang permasalahan yang diteliti, melalui observasi, dokumentasi, wawancara medalam, serta triangulasi terhadap subyek penelitian.
Populasi dalam penelitian berjumlah 155 kepala SMA/SMK, dengan 65 sampel, dengan asumsi mencapai butir stabil dan memiliki taraf kepercayaan 99%, yang dipilih secara random dan snowball sampling, menggunakan data data sekunder dari Cabang Dinas Pendidikan Provinsi Jawa Timur Wilayah Sumenep.
Hasil penelitian menunjukkan, Kinerja Kepala SMA/SMK Negeri 100% kategori Baik/Sangat Baik, sementara Swasta mencapai 41.66% kategori Cukup/Kurang/Sangat Kurang. Kinerja Kepala SMA/SMK kategori akreditasi memiliki sebaran merata, tidak peduli jenis akreditasi sekolah. Sedangkan berdasar kategori pengelola Umum dan Pondok Pesantren, menunjukkan Kepala Sekolah berbasis Pondok Pesantren tidak mampu memenuhi kinerja aspek Perilaku Kerja/PK 100%. Aspek Perilaku Kerja/PK adalah sesuatu yang sulit dan/atau sangat sulit dipenuhi oleh hampir semua Kepala Sekolah. Terdapat perbedaan hasil analisis model Rasch dibandingkan analisis Klasikal, terutama pada sisi jumlah jenis kinerja juga identitas Kepala Sekolah. Tindak lanjut PKKS hendaknya dilakukan dalam bentuk Pendidikan/Pelatihan terhadap kepala SMA/SMK Swasta, terutama yang memiliki kategori Cukup/Kurang/Sangat Kurang, dilakukan hendaknya terkonsentrasi pada butir yang kurang memenuhi harapan dalam instrumen PKKS.

This study aims to evaluate the results of PPKS SMA/SMK in Sumenep Regency, so that an analysis of the problem can be carried out, as well as the form of follow-up to be carried out, in order to improve the performance of the Principal.
This research is a survey type, with a quantitative-descriptive approach. Quantitative approach to obtain measurable assessment data, processed statistically through the Rasch Item Respond Test/IRT Model approach, so that fundamental problems can be mapped regarding the performance of SMA/SMK principals according to school status (N/S); accreditation (A/B/C/Not Accredited yet); and type of manager (U/P). Descriptive is used to explain/answer in detail about the problem under study, through observation, documentation, in-depth interviews, and triangulation of research subjects.
The population in this study amounted to 155 SMA/SMK heads, with 65 samples, assuming stable points and a 99% confidence level, selected randomly and snowball sampling, using secondary data from the East Java Provincial Education Office, Sumenep Region.
The results showed that the performance of Heads of State SMA/SMK was 100% in the Good/Very Good category, while the private sector achieved 41.66% in the Fair/Less/Very Poor category. The performance of SMA/SMK principals in the accreditation category has an even distribution, regardless of the type of school accreditation. Meanwhile, based on the category of general management and Islamic boarding schools, it shows that Islamic boarding school-based principals are unable to fulfill the performance aspect of Work Behavior/PK 100%. The Work Behavior/PK aspect is something that is difficult and/or very difficult to fulfill by almost all Principals. There are differences in the results of the Rasch model analysis compared to the Classical analysis, especially in terms of the number of types of performance as well as the identity of the Principal. PKKS follow-up should be carried out in the form of Education/Training for private SMA/SMK heads, especially those in the Adequate/Less/Very Insufficient category, should concentrate on items that do not meet expectations in the PKKS instrument.
