SI ASIK (ELECTRONIC ARCHIVES SYSTEM): INNOVATION OF MICROSOFT OFFICE ACCESS BASED ARCHIVING IN PT JASAMARGA SURABAYA-MOJOKERTO

Abstrak

Perkembangan teknologi informasi yang semakin maju diharapkan pengelolaan arsip diberbagai instansi pemerintah ataupun swasta juga dilakukan inovasi dengan pengelolaan arsip secara elektronik agar memudahkan para pengelola maupun instansi melakukan pengelolaan arsip. Pengarsipan yang dilakukan di PT Jasamarga Surabaya-Mojokerto masih dalam bentuk campuran dimana sebagian jenis surat keluar tercatat dai MS excel namun ada juga jenis surat keluar yang tercatat secara konvensional di buku agenda arsip, pengarsipan melalui MS Excel memang cukup mudah dan sudah terkomputerisasi namun kendala yang dihadapi oleh admin atau pengelola arsip yaitu kesulitan dalam mencari file arsip secara bentuk scan maupun dalam bentuk dokumen surat karena harus mencari satu persatu berdasarkan dari jenis surat yang telah ditentukan. Sehingga sistem pengarsipan seperti ini tidaka akan bekerja secara efisien dan efektif karena dapat membuang waktu bekerja untuk mencari file atau dokumen surat pada suatu hari nanti. SI ASIK (Sistem Arsip Elektronik) merupakan inovasi sistem pengarsipan secara elektronik dengan berbasis Microsoft office access di PT Jasamarga Surabaya-Mojokerto. Tujuan penelitian ini yaitu untuk menghasilkan aplikasi berbasis MS access agar dapat memfasilitasi kegiatan administrasi khususnya sistem pengarsipan di PT Jasamarga Surabaya-Mojokerto.

Penelitian ini merupakan jenis penelitian terapan menggunakan metode R&D yaitu metode penelitian dan pengembangan (Research and Development) dengan fokus penelitian berdasarkan tahap ADDIE (Analysis, Design, Develop, Implement, Evaluate). Langkah yang dilakukan dalam penelitian ini yaitu 1) melakukan rancangan prototype berupa alur surat yang terinput dalam Ms Access; 2) Peneliti membuat aplikasi arsip surat elektronik dengan berbasis Ms Access; 3) Data yang telah diperoleh kemudian dianalisa dan disususun kedalam artikel ilmiah. Data yang telah diperoleh kemudian di analisis secara deskriptif dengan menggunakan data kualitatif dan data kuantitaif.

Hasil penelitian menunjukan bahwa sistem pengarsipan di PT Jasamarga sebagian masih secara manual sedangkan sebagian dilakukan secara komputerisasi dengan menggunakan Ms Excel. Dalam penggunaan aplikasi SI ASIK (Sistem Arsip Elektronik) memberikan hasil yang efektif dan efisien bagi pengelola arsip dimana memudahkan proses pencarian file arsip, menjaga keamanan arsip, memudahkan dalam recovery data,  serta memudahkan dalam berbagi file arsip. Sistem alur surat masuk dimulai dari penerima kemudian ditindaklanjuti ke masing-masing unit kemudian diarsipkan melalui komputerisasi dan manual, kemudian pada surat keluar diproses dari mengonsep hingga pengiriman surat.

Saran yang dapat diberikan pada penelitian ini yaitu mengembangkan program aplikasi SI ASIK (Sitem Arsip Elektronik) menjadi lebih baik sehingga program pengelolaan kearsipan dapat berjalan sesuai dengan prinsip dan standar yang ditetapkan. Perlu adanya bimbingan pada pengguna terkait dasar penggunaan MS Access agar menghindari terjadinya kesalahan atau error system pada aplikasi SI ASIK.

Abstract

The development of increasingly advanced information technology is expected to manage records in various government or private agencies also be innovated by managing records electronically to make it easier for managers and agencies to manage records. Archiving done at PT Jasamarga Surabaya-Mojokerto is still in a mixed form where some types of outgoing mail are recorded from MS Excel, but there are also outgoing mail types that are conventionally recorded in the archive agenda book, archiving through MS Excel is quite easy and has been computerized but the constraints are faced by the admin or manager of the archive that is the difficulty in finding archived files in the form of scans or in the form of letter documents because they have to search one by one based on the type of letter that has been determined. So that the filing system like this will not work efficiently and effectively because it can waste time working to find files or document documents one day. SI ASIK (Electronic Archive System) is an innovative electronic filing system based on Microsoft office access at PT Jasamarga Surabaya-Mojokerto. The purpose of this study is to produce applications based on MS access in order to facilitate administrative activities, especially the filing system at PT Jasamarga Surabaya-Mojokerto.

This research is a type of applied research using R&D methods, namely research and development methods with a research focus based on the ADDIE (Analysis, Design, Develop, Implement, Evaluate) stages. The steps undertaken in this study are 1) to design a prototype in the form of a letter flow input in Ms Access; 2) The researcher makes an electronic mail archive application based on Ms Access; 3) The data that has been obtained is then analyzed and arranged into scientific articles. The data that has been obtained is then analyzed descriptively using qualitative data and quantitative data.

The results showed that the filing system at PT Jasamarga was partly still manually while partly was done computerized using Ms Excel. In the use of the application SI ASIK (Electronic Archive System) provides effective and efficient results for the manager of the archive which facilitates the process of searching archive files, maintaining archive security, facilitating data recovery, and facilitating the sharing of archive files. Incoming mail flow system starts from the recipient then followed up to each unit then archived through computerized and manual, then the outgoing mail is processed from conceptualizing to mailing.

Suggestions that can be given in this research is to develop an application program SI ASIK (Electronic Archive System) to be better so that the archival management program can run in accordance with established principles and standards. There is a need for guidance on the user regarding the basis of using MS Access to avoid errors or system errors in the AS ASIK application.
