Penelitian ini bertujuan untuk (1) mendeskripsikan kelayakan model pengembangan media video pembelajaran, (2) mendeskripsikan kepraktisan model pengembangan media video pembelajaran, dan (3) mendeskripsikan keefektifan model pengembangan media video pembelajaran.
Penelitian menggunakan model penelitian pengembangan Plomp (2007), yag terdiri atas tiga tahapan, yaitu (1) preliminary research, (2) prototyping phase, dan (3) assessment phase. Tahap preliminary research output berupa model konseptual, tahap prototyping phase output berupa model hipotetik, dan tahap assessment phase output berupa model final. Model Plomp dipilih karena sifatnya lebih umum dan fleksibel serta langkah-langkahnya mencirikan penelitian pengembangan yang dapat disesuaikan dengan karakteristik penelitian. Subjek uji coba penelitian adalah pengembang media video pembelajaran di Balai Pengembangan Media Televisi Pendidikan dan Kebudayaan sebanyak tiga kerabat kerja produksi. Adapun teknik pengumpulan data menggunakan observasi dan kuesioner. Analisis data menggunakan analisis deskriptif. Data yang diperoleh berupa (1) kelayakan model, (2) kepraktisan model, dan (3) keefektifan model.
Hasil penelitian menunjukkan bahwa: (1) kelayakan model desain pengembangan media video pembelajaran sangat layak yaitu sebesar 85,26%, (2) kepraktisan model desain pengembangan media video pembelajaran sangat praktis yaitu sebesar 92,4%, dan (3) keefektifan model desain pengembangan media video pembelajaran sangat efektif yaitu sebesar 85,69%. Berdasarkan hasil analisis data, disimpulkan bahwa model desain pengembangan media video pembelajaran layak dan implementable untuk peningkatan kualitas hasil pengembangan media video pembelajaran.

The purpose of this study are (1) describing the feasibility of the development model for video learning (2) investigating the practicality of development model for video learning, and (3) exmaining the effectiveness of the development model for video learning.
This study was employed the research development model by Plomp (2007), which consists of three stages, such as (1) preliminary research, (2) prototyping phase, and (3) assessment phase. The output of preliminary research stage is a conceptual model. The output of prototyping phase is a hypothetical model. The output of assessment phase is the final model. The Plomp model was chosen because it is more general and flexible. Another reason is because development research steps can be adjusted to the characteristics of the research. The subjects of the research trial were the developers of instructional video media at the Center for Development of Education and Culture Television Media as many as three production crews. Technique of data collection is using observation and questionnaire. Technique of data analysis is using descriptive analysis. There are three data which obtained from this study, such as; (1) the feasibility of the model, (2) the practicality of the model, and (3) the effectiveness of the model.
The results of the study showed that: (1) the feasibility of the design model of instructional video development was very feasible in the amount of 85.26%, (2) the practicality of the model development for instructional video was very practical at 92.4%, and (3) the effectiveness of the model development for instructional video was very effective or equal to 85.69%. Based on the results of data analysis, it was concluded that the design model of instructional development for video was feasible and implementable to improve the quality of the results of the development of instructional video media.
