Penelitian ini bertujuan untuk mengetahui pengaruh pelatihan e-learning terhadap kinerja pegawai non-ASN pada Kantor Kecamatan Lakarsantri Kota Surabaya. Pelatihan e-learning merupakan bentuk pelatihan berbasis teknologi informasi yang memberikan fleksibilitas bagi pegawai dalam meningkatkan kompetensi mereka. Kinerja pegawai diukur melalui indikator produktivitas, kualitas kerja, ketepatan waktu, komitmen kerja, dan kemampuan adaptasi.
Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanatori. Sampel yang digunakan adalah seluruh pegawai non-ASN di Kantor Kecamatan Lakarsantri, berjumlah 60 orang, dengan teknik pengambilan sampel jenuh. Teknik analisis data yang digunakan adalah regresi linier sederhana, uji t, uji F, serta koefisien determinasi (R²), dan sebelumnya dilakukan uji validitas serta reliabilitas terhadap instrumen kuesioner.
Hasil penelitian menunjukkan bahwa pelatihan e-learning berpengaruh positif dan signifikan terhadap kinerja pegawai non- ASN. Artinya, semakin baik pelaksanaan pelatihan e-learning, maka semakin tinggi pula kinerja yang ditunjukkan oleh pegawai non-ASN. Pelatihan e-learning terbukti menjadi salah satu strategi efektif dalam meningkatkan kualitas sumber daya manusia di sektor pemerintahan.

This study aims to determine the effect of e-learning training on the performance of non-civil servant employees at the Lakarsantri Sub-District Office, Surabaya City. E-learning training is a form of training based on information technology that provides flexibility for employees to improve their competencies. Employee performance is measured through indicators such as productivity, work quality, timeliness, work commitment, and adaptability.
This research uses a quantitative approach with an explanatory research type. The sample includes all 60 non-civil servant employees at the Lakarsantri Sub-District Office, selected using a saturated sampling technique. The data analysis techniques used are simple linear regression, t-test, F-test, and coefficient of determination (R²), with prior validity and reliability testing of the questionnaire instruments.
The results of the study indicate that e-learning training has a positive and significant effect on the performance of non-civil servant employees. In other words, the better the implementation of e-learning training, the higher the performance shown by non-civil servant employees. E-learning training has proven to be an effective strategy for improving the quality of human resources in the government sector.
