GAYA KEPEMIMPINAN DEMOKRATIS PEREMPUAN PADA DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN PONOROGO
DEMOCRATIC LEADERSHIP STYLE OF WOMEN IN THE REGIONAL HOUSE OF REPRESENTATIVES (DPRD) OF PONOROGO REGENCY
Pandangan yang mengaitkan kepemimpinan dengan laki-laki masih memengaruhi rendahnya keterwakilan perempuan, termasuk di lembaga legislatif. Perempuan memiliki peran penting dalam memperjuangkan kebijakan responsif gender. Penelitian ini membahas terkait kepemimpinan perempuan di DPRD Kabupaten Ponorogo yang menunjukkan kecenderungan gaya demokratis melalui keterbukaan, partisipasi, dan musyawarah. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis penerapan gaya kepemimpinan demokratis pada pemimpin perempuan di DPRD Kabupaten Ponorogo. Fokus penelitian ini mengacu pada empat indikator yaitu keputusan dibuat bersama, menghargai potensi bawahan, mendengar kritik, saran dan pendapat bawahan, melakukan kerja sama dengan bawahan. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, dengan informan pemimpin perempuan, anggota dewan, serta staf pegawai. Analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengambilan keputusan dilakukan melalui forum rapat dan musyawarah dengan komunikasi dua arah, namun pendekatan ini masih terkendala efisien waktu. Penghargaan terhadap potensi bawahan ditunjukkan melalui pemberian kepercayaan dan pembagian tugas sesuai kemampuan, namun pengenalan potensi anggota masih belum merata. Keterbukaan terhadap kritik dan saran terlihat dari pemberian ruang penyampaian pendapat serta respons yang konstruktif, meskipun belum didukung wadah aspirasi khusus. Kerja sama dilakukan melalui koodinasi aktif dan keterlibatan langsung pimpinan dalam berbagai kegiatan, namun masih perlu penguatan dalam aspek membangun kekompakan tim. Kepemimpinan yang diterapkan bersifat adaptif dengan memadukan karakteristik demokratis, feminin, dan kecenderungan paternalistik. Adapun saran dari penelitian ini diperlukan konsistensi, serta peningkatan komitmen, pengelolaan potensi SDM yang terstruktur, penyediaan media aspirasi sistematis, penguatan strategi untuk meningkatkan kekompakan tim.

The perception that leadership is synonymous with men continues to contribute to the low representation of women, including in legislative bodies. Women play a crucial role in advocating for gender-responsive policies. This study examines women’s leadership in the Ponorogo Regency Regional People’s Representative Council (DPRD), which demonstrates a tendency toward a democratic leadership style characterized by openness, participation, and deliberation. This study aims to describe and analyze the application of democratic leadership styles among female leaders in the Ponorogo Regency Regional People’s Representative Council (DPRD). The research focuses on four indicators: decisions made collectively, valuing subordinates’ potential, listening to subordinates’ criticism, suggestions, and opinions, and collaborating with subordinates. This study employs a descriptive qualitative method with data collection techniques including observation, interviews, and documentation, with informants comprising female leaders, council members, and staff. Data analysis involves data collection, data reduction, data presentation, and drawing conclusions. Research findings indicate that decision-making occurs through meetings and deliberations involving two-way communication; however, this approach is still hindered by time constraints. Recognition of subordinates’ potential is demonstrated through the delegation of trust and the assignment of tasks based on ability; however, the identification of members’ potential remains uneven. Openness to criticism and suggestions is evident through the provision of opportunities for expressing opinions and constructive responses, although this is not yet supported by a dedicated platform for feedback. Collaboration is carried out through active coordination and the direct involvement of leadership in various activities; however, further strengthening is needed in the aspect of building team cohesion. The leadership style applied is adaptive, combining democratic, feminine, and paternalistic characteristics. Recommendations from this study include the need for consistency, increased commitment, structured human resource potential management, the provision of systematic feedback channels, and the strengthening of strategies to enhance team cohesion.
